About The Position

The Municipality of Chatham-Kent has an opening for a permanent full-time Program Manager, Operations in the Public Works Division. The Program Manager, Operations is responsible for multiple aspects of programs within the Operations Division, including managing contracts with vendors and Producer Responsibility Organizations (PROs), tracing operational performance, implementing new projects, development of policies and procedures, overseeing staff, and preparing procurement and grant documentation. The incumbent will play a key role in developing and managing relationships with internal and external stakeholders and will use public input and KPIs to develop recommendations for continuous program improvements.

Requirements

  • Post-secondary diploma or degree in Engineering, Business Administration, or related area.
  • Four (4) to six (6) year's experience, with a focus on waste management, transit services, or related area.
  • A strong working knowledge of municipal program delivery and municipal policy.
  • Experience in project management, contract administration, and vendor management
  • Demonstratable problem solving and critical thinking skills
  • Knowledge of grants applications and reporting
  • Strong analytical skills and experience in applying various software for data gathering and analysis, such as developing Excel/Power BI dashboards.
  • Knowledge and understanding of key legislation impacting waste and transit service delivery including: Ontario Environmental Protection Act, Ontario Environmental Assessment Act, Highway Traffic Act, Resource Recovery and Circular Economy Act, Food and Organic Waste Policy Statement, Accessibility for Ontarians with Disabilities Act.
  • Strong communications skills, both oral and verbal.
  • Strong customer service skills and demonstrated ability to interact professionally with external stakeholders, senior management, elected officials, citizen committees, and the general public.
  • Strong computer skills including Microsoft Word, Excel, PowerPoint, email and internet (or other similar software programs).

  • Experience and training in organics diversion, Blue Box program, hazardous and special waste, and other diversion streams is considered an asset.
  • Experience in public transit service delivery is considered an asset.
  • Experience developing policies and by-laws for municipalities is considered an asset.
  • Experience with developing educational resources and procedure documents is considered an asset.
  • Experience with corporate social media and website content management is considered an asset.
  • Experience with AutoCAD and ArcGIS software is considered an asset.
  • Experience with GIS/mapping software such ArcGIS Online, and Geocortex is an asset.
  • CET or P.Eng. designation is considered an asset.
  • Membership in relevant professional associations (e.g. Project Management Professional (PMP) certification ECO Canada’s Environmental Professional designation)

Responsibilities

  • Manage the delivery of projects and operational programs with a primary focus on waste and transit services.
  • Manage contractual relations with vendors and PROs including quality control and dispute resolution.
  • Procure and manage projects and contractors including the development of project estimates, schedules, tenders and Requests for Proposals with varying degrees of design and deliverable complexity.
  • Track key performance indicators, conduct regular program performance reporting, and recommend solutions to identified challenges for continuous service improvement.
  • Use software systems necessary for analyzing program performance and service gaps, such as MS Excel, Power BI, and/or Microsoft Project.
  • Develop and deliver public engagement activities and promotion and education campaigns, including press releases, website and social media.
  • Prepare reports to Council, when appropriate.
  • Conduct field inspections, administer contracts, prepare payment certificates and ensure quality control on all assigned projects, as needed.
  • Assist with grant applications and reporting.
  • Identify new funding sources for planned projects or to mitigate service costs.
  • Explore internal and external opportunities for strategic partnerships that improve service delivery.
  • Prepare and update policies and procedures for waste and transit services, operations, and programs, while considering new technologies, current best practices as well as qualitative and quantitative trends.
  • Assist the division with budget management and maintenance including lifecycle, operations, and capital budgets.
  • Work closely with internal departments to achieve corporate goals related to the services provided by the Division.
  • Liaise with Customer Service Division and develop training materials as required to ensure effective implementation of service changes.
  • Participate as a team member on multidisciplinary projects.
  • Review and comment on policies and procedures from other divisions and departments in the Municipality as requested.
  • Liaise with public, internal and external stakeholders, service vendors, industry groups, and service partners (ex. AMO, M3RC, PROs, RPRA, MWA, etc.).
