About The Position

The Project Manager II - Master Scheduler is responsible to document and oversee the programmatic, operational, and administrative functions of the Naval Information Warfare Center (NIWC) Pacific RESTORE Lab onboard Old Town Campus (OTC). This role is intended to support the transition of advanced manufacturing and sustainment capabilities to full operational status for mission support. The Master Scheduler will be responsible for establishing standardized project controls, supporting the management of multi-million dollar budgets, and ensuring the RESTORE Lab meets all Fiscal Year milestones while mitigating operational and technical risks. This position is led by Naval Information Warfare Command (NIWC) Pacific.

Requirements

  • Bachelor’s degree in Business, Management, Engineering, or a related field.
  • Minimum of 5 years of professional experience in project management, specifically managing complex budgets, schedules, and technical teams.
  • Proven expertise in project control frameworks (POA&M, WBS, Risk Management, Procurement).
  • Experience reporting to Program leaders, supporting program leadership and leading cross-functional teams in a high-tempo environment.
  • Strong ability to draft formal policies, technical reports, and mission-oriented briefings.
  • Must be a U.S. citizen
  • Must possess a SECRET Security Clearance or have ability to gain clearance.
  • TEN (10) years’ experience in program/project management.
  • Must be extremely proficient in Microsoft Word, Excel, Outlook, and Project.

Responsibilities

  • Perform and support Project Controls & Standardization: Support RESTORE Program Leadership to develop and implement standardized project controls to manage budgets, schedules, quality, and technical projects. Establish standard methods for project estimating, procurement, accounting, Work Breakdown Structure (WBS), and performance reporting.
  • Risk Mitigation: Establishes operating policies that identify, monitor, and mitigate risk factors—including scope creep, schedule delays, and supplier performance—that could impact the success of the RESTORE Lab.
  • Operational Oversight: Ensures that all project and department milestones are met while strictly adhering to approved budgets. Provide guidance and consultation to team members and other project managers.
  • Personnel & Resource Management: Oversees the management of key personnel, including engineering, logistics, IT, and production staff. Coordinate tasking plans with program stakeholders to ensure mission alignment.
  • Quality & Technical Documentation: Establishes a comprehensive Quality Assurance/Quality Control (QA/QC) program, including material analysis, testing protocols, and certification support. Maintain a technical library for all lab equipment and historical production data.
  • Reporting & Metrics: Create and deliver detailed production reports, Key Performance Indicators (KPIs), and spend/execution plans to Program leadership, in support of data reporting to senior government leadership and program sponsors.
