About The Position

Thrive Behavioral Network is hiring a Program Director to manage a Home and Community Based Services (Adult Foster Care Home) program for a DHS-licensed mental health provider. The role combines programmatic and administrative responsibilities and is accountable for the program’s operations and compliance with applicable requirements, including Minnesota Statute 245D. The Program Director directly supervises unlicensed personnel and nursing staff and is responsible for personnel management, admissions and discharges, staff training, client program plans, household budgets, documentation, and communication with internal and external partners.

Requirements

Meet the Mental Health Practitioner qualifications in Minnesota Statute 245I.04, Subdivision 4(a–d).
At least 2 years of experience delivering services in a residential behavioral health setting.
Supervisory experience with people and teams.
Exceptional communication skills.

Responsibilities

Manage the program’s programmatic and administrative operations.
Directly supervise unlicensed personnel and nursing staff.
Ensure program operations comply with applicable requirements, including Minnesota Statute 245D.
Hire, evaluate, and manage program personnel.
Manage bed census and the flow of admissions and discharges.
Oversee orientations and in-service training for program staff.
Ensure household functioning aligns with the organization’s philosophy.
Assess applicants’ appropriateness for placement.
Take ultimate responsibility for each client’s individual program plan.
Manage household budgets.
Ensure documentation meets licensing requirements and the organization’s quality standards.
Communicate openly and professionally with the Program Administrator, Director of Program Management, county agencies, and community support agencies.
Develop a supportive team concept within the program.
