MIRTE's Center for Government Effectiveness and Modernization, Veterans, Military Health, and Benefits Division partners with the Department of Veterans Affairs (VA) and the Defense Health Agency (DHA) to address some of the nation's most complex enterprise challenges. Our teams engage directly with senior government sponsors and stakeholders to understand mission priorities, translate complex enterprise challenges into strategic outcomes, and help shape initiatives that advance sponsor objectives. Our work spans Veterans Health Administration (VHA), Veterans Benefits Administration (VBA), VA Central Office, and Military Health, where we support sponsors in modernizing enterprise operations, strengthening organizational effectiveness, improving mission delivery, and advancing strategic priorities. Our multidisciplinary teams combine expertise in program analysis, public policy, strategic planning, organizational transformation, qualitative and quantitative research, stakeholder engagement, health and benefits policy, analytics, implementation planning, and digital modernization to develop objective, practical solutions that improve mission outcomes. We partner directly with government sponsors to connect policy and strategy to operational practice and implementation. We seek applicants who can independently analyze complex programs, policies, and organizational challenges; translate evidence into actionable recommendations; coordinate cross-functional work; and create clear, decision-ready products that help sponsors improve programs, operations, and mission delivery.

Requirements

Typically requires a minimum of 5 years of related experience with a Bachelor’s degree; or 3 years and a Master’s degree; or a PhD; or equivalent combination of related education and work experience.
Bachelor’s degree in Public Policy, Public Administration, Program Evaluation, Social or Behavioral Science, Organizational Leadership, Systems Engineering, Management, Data Analytics, or a related discipline.
Experience supporting federal government or similarly complex mission organizations on program analysis, policy, strategy, organizational improvement, implementation, or transformation initiatives.
Demonstrated ability to independently solve complex problems by analyzing and synthesizing multiple sources of qualitative and/or quantitative information and translating findings into practical recommendations.
Experience conducting qualitative research and analysis such as stakeholder interviews, focus groups, environmental scans, policy reviews, thematic coding, journey mapping, business process analysis, or related methods; ability to connect policy requirements and stakeholder perspectives to operational practice.
Experience developing and delivering clear, decision-ready products such as executive briefings, analytical reports, implementation plans, program assessments, dashboards, visual narratives, SOPs, or recommendations for government or senior organizational stakeholders.
Experience contributing to cross-functional teams and leading project tasks, workstreams, simple projects, or small teams, including coordinating stakeholders, schedules, documentation, and deliverables.
Ability to communicate complex information clearly, facilitate stakeholder discussions, build productive working relationships, and work toward consensus among peers and partners.
Must be eligible to obtain and maintain a VA and/or DHA suitability. Per the U.S. Government’s eligibility requirements, you must be a U.S Citizen to be considered for VA and/or DHA suitability

Nice To Haves

Current or recent knowledge of VA and/or DHA priorities, organizational structures, health or benefits programs, policy environment, planning and budgeting processes, or enterprise modernization initiatives.
Experience in one or more of the following areas: program evaluation, public policy analysis, strategic planning, program planning and budgeting, organizational change, business process improvement, or implementation planning.
Experience integrating qualitative research and quantitative analysis to develop evidence-based recommendations and compelling sponsor-facing narratives.
Experience using technology-enabled approaches, including AI-assisted qualitative analysis, thematic analysis, synthesis, and visualization techniques, to improve research, documentation, and workflow efficiency and to develop reusable methods, templates, and stakeholder-engagement practices.
Experience collaborating across government, industry, academia, or with federally funded research and development centers (FFRDCs), including sharing analytical practices and reusable approaches with colleagues.
Recent VA and/or DHA suitability.

Responsibilities

Conduct program, policy, and organizational analyses for Department of Veterans Affairs (VA) and Defense Health Agency (DHA) initiatives, connecting regulations, policy, strategy, and stakeholder needs to operational implications and actionable recommendations.
Plan and execute rigorous qualitative and quantitative research, including environmental scans, literature and policy reviews, interviews, focus groups, stakeholder analyses, thematic coding, and synthesis of multiple evidence sources to identify patterns, assess program needs, and develop evidence-based findings.
Understand government sponsor and stakeholder priorities, facilitate working sessions, and translate complex findings into clear, decision-ready products, including briefings, reports, strategic assessments, process maps, personas, journey maps, visual storytelling, and implementation materials.
Build and deepen expertise in assigned VA/DHA programs, policies, and operational contexts, becoming a trusted program resource and progressively taking on greater ownership of cross-functional work, sponsor relationships, and program-level problem solving.
Independently execute project tasks and workstreams and, as appropriate, lead simple projects or small teams by coordinating schedules, stakeholder inputs, documentation, risks, and deliverables while maintaining quality and traceability.
Apply and improve repeatable methods, templates, standard operating procedures (SOPs), analytical workflows, and technology-enabled approaches – including AI-assisted analysis and visual communication techniques – to increase efficiency, consistency, and sponsor impact.
