About The Position

PenBay is seeking a qualified, detail-oriented Professional Qualification Evaluator to provide full-time technical support services to the United States Coast Guard. The evaluator reviews merchant mariner applications, verifies that general application and professional requirements have been met, and recommends issuance of Merchant Mariner Credentials (MMCs) and endorsements for applicants who are fully qualified. The role also determines whether additional information or medical review is required.

The position requires Level III Professional Qualification Evaluator proficiency, demonstrated by successful completion of Government-provided Level I, Level II, and Level III training and documented experience reviewing units of work with an error rate below 9%. The Government PQE trainer provides evaluators with current training, process changes, and instructions for evaluating merchant mariner applications.

Requirements

• Possess proficiency as a Level III Professional Qualification Evaluator.
• Demonstrate successful completion of Government-provided Level I, Level II, and Level III training courses.
• Provide documented experience reviewing units of work with a demonstrated error rate below 9%; the Government will verify this using MCP-WI-NMC5-101 (07) PQEB Evaluator Process to Check Production.
• Minimum of 8 years of professional experience.
• High school diploma.

Nice To Haves

• Curriculum assessment experience.
• Bachelor of Arts or Bachelor of Science degree with a maritime curriculum.
• 10 years of professional experience.
• Curriculum development experience or familiarity with course design.
• Experience and knowledge working with the Microsoft Office suite of tools.

Responsibilities

• Verify that applicants have met all professional requirements for the merchant mariner endorsements sought.
• Recommend issuance of MMCs and MMC endorsements for applicants who are fully qualified.
• Determine whether additional information or medical review is required.
