About The Position

This is an anticipated vacancy. This position is expected to be available on May 22, 2026. The primary purpose of this position as a lead procurement specialist is the procurement of highly specialized and/or technical commodities in accordance with NC General Statutes, NC Administrative Codes, and rules as established by the Department of Administration, Division of Purchase & Contract (P&C), and the Statewide IT Procurement Office.

Requirements

  • Bachelor’s degree from an appropriately accredited institution and two years of procurement experience; or equivalent combination of education and experience.

Nice To Haves

  • Experience working with E-Procurement, E-Quotes, and North Carolina Financial System (NCFS).

Responsibilities

  • Review requisitions, determines appropriate acquisition procedures based on nature of requisitioned item and dollar amounts, issues purchase orders and coordinates the execution of purchase agreements.
  • Prepare both complex, higher risk, commodity, material, and equipment procurements and less complex, lower risk service procurements.
  • Coordinate with officials and end users to determine purchasing needs and legal requirements, advising on current technologies, procurement methodologies, sourcing strategies, and best practices.
  • Support end-users during requisition process and coordinates and participate as needed with end user(s) in vendor meetings to ensure contract compliance.
  • Develop Requests for Proposals (RFP)/Invitation for Bids and conducts bid openings.
  • Analyze quotes or bids received to determine bidders' responsiveness to requirements.
