About The Position

The Procurement Specialist II position is part of UW-Stout’s Purchasing and Materials Management department, which supports the campus community in various areas including Purchasing, Mail Services, Central Receiving, University Stores, Printing, and Surplus. This department is dedicated to providing excellent customer service and fostering an inclusive work environment. The Procurement Specialist II will be responsible for processing requisitions and purchase orders, assisting faculty and staff with the e-procurement system, and interpreting procurement policies. This role also involves developing and managing solicitations, reviewing and negotiating terms and conditions for campus purchases, and serving as a primary point of contact for stakeholders. Additionally, the position implements reporting protocols with suppliers for cost savings and risk mitigation, prepares business cases for strategic sourcing, and communicates procurement outcomes. The role requires maintaining bid and proposal records, researching suppliers, assessing market conditions, and negotiating purchase prices. The Procurement Specialist II will answer questions and provide guidance on commodities and services, and lead the development of complex solicitations.

Requirements

  • Associate degree or equivalent experience
  • Demonstrated ability to establish and maintain positive working relationships
  • Excellent customer service skills when working with campus customers and external suppliers
  • Ability to manage and prioritize multiple tasks and projects
  • Ability to communicate professionally both verbally and in writing
  • Ability to interpret and apply complex regulations, policies, and procedures
  • Ability to work independently while exercising sound professional judgement
  • Proficiency in office productivity software such as Microsoft Office Suite (i.e., Word and Excel)

Nice To Haves

  • Experience developing and managing simplified bids, requests for bids and/or proposals
  • Experience working in a procurement role
  • Experience negotiating contract terms and conditions
  • Experience with e-procurement software (e.g., Workday or Jaggaer)

Responsibilities

  • Processing requisitions and purchase orders in accordance with policies and procedures
  • Assisting faculty and staff with the e-procurement system.
  • Providing guidance to faculty and staff in interpreting procurement policies and procedures
  • Developing and managing solicitations (simplified bid, RFB, and RFP) in compliance with regulatory requirements
  • Reviewing and negotiating terms and conditions of campus purchases
  • Serving as the main point of contact for internal and external stakeholders
  • Implements required reporting protocols with suppliers to allow measurement of cost savings, reduction, avoidance, supplier management, and risk mitigation programs and strategies
  • Prepares and disseminates business cases to appropriate audiences, proposes strategic sourcing, and authors programs to stakeholders and institutional leadership
  • Drafts, submits, and communicates outcomes of procurement requests to suppliers, stakeholders, and institutional leadership
  • Establishes and maintains bid and proposal records to comply with record-keeping requirements
  • Leads and executes the research of suppliers to understand available products and services, assesses market conditions, identifies supply options, and makes recommendations
  • Serves as primary point of contact for external stakeholders, maintains contracts, and negotiates purchase prices to obtain timely and meaningful contract sourcing results
  • Answers questions and provides guidance regarding specific commodities and service areas to various individuals and groups based on set material or standards
  • Leads the development of complex solicitations requiring creative approaches to evaluation of third party sourcing options in compliance with regulatory requirements
  • Other duties as assigned
