About The Position

The Nebraska Department of Health and Human Services is seeking a Procurement Officer to support procurement activities, compliance with state and federal requirements, agency purchasing needs, and financial and contract-related processes. The position is located on-site at the Nebraska State Office Building in Lincoln, Nebraska.

Requirements

Bachelor’s degree in business administration, procurement, supply/inventory operations, or a related field and three years of procurement-related experience; experience may substitute for education on a year-for-year basis.

Nice To Haves

Experience with enterprise resource planning (ERP) software such as Oracle Enterprise One.
Experience in a government or enterprise-level work environment.
Experience with contract management, logistics and supply chains, project management, and risk assessment.

Responsibilities

Review procurement methods for highly technical, high-cost procurements to ensure compliance with administrative requirements and verify funding availability.
Solicit qualified sources of goods while consistently applying agency policies, procurement standards, and applicable state and federal statutes and regulations.
Participate in cross-functional work groups to develop technical specifications and support the award process.
Enter executed procurement documents into the EnterpriseOne (E1) system and upload finalized documents to the State Contracts Database.
Prepare purchase orders in accordance with procurement rules and assist with payments against established contracts.
Assist with accounts payable, accounts receivable, expense reimbursements, and general ledger transactions in the state's EnterpriseOne (E1) financial and payroll system.
Collaborate with agency staff to complete specifications for commodity solicitations.
