About The Position

Fermi America is developing Project Matador, a large power generation and data center program in West Texas spanning gas turbine generation, a 1 GW battery energy storage system, four AP1000 nuclear units, an SMR, and 345 kV transmission infrastructure. The Procurement Manager, Owner Furnished Equipment (OFE) is responsible for procurement, logistics coordination, and delivery management of all OFE within the project's power generation scope. The role manages the full OFE lifecycle, from identifying equipment and issuing RFPs through commercial award, expediting, factory acceptance testing, logistics handoff, and final turnover to EPC contractors. The portfolio includes long-lead and high-risk equipment such as power generation equipment, high-voltage electrical apparatus, BESS systems, and nuclear-classified components. The manager also maintains procurement records and schedules, administers supplier contracts, coordinates site receipt and preservation, and reports equipment risks and status to executive leadership.

Requirements

  • Bachelor's degree in Engineering, Supply Chain, Business, or a related field.
  • At least 8 years of equipment procurement, category management, or supply-chain experience in power generation, oil and gas, heavy industrial, or utilities.
  • Demonstrated experience procuring long-lead, high-value capital equipment, such as power transformers, rotating equipment, switchgear, or equivalent complex OEM-sourced apparatus.
  • Proficiency in Oracle Fusion or an equivalent ERP system for PO management, invoice processing, and contract administration.
  • Working knowledge of factory acceptance testing, expediting, and supplier quality management principles.
  • Strong commercial skills, including the ability to evaluate OEM cost structures, delivery risk premiums, and warranty and performance-guarantee terms.
  • Experience managing equipment deliveries involving international logistics, customs clearance, and preservation requirements.

Nice To Haves

  • Advanced degree or PE license.
  • Experience procuring nuclear-safety-related or nuclear-classified equipment under 10 CFR 50 Appendix B or equivalent QA programs.
  • Familiarity with Siemens Energy, GE Vernova, or comparable gas turbine OEM supply-chain structures and commercial frameworks.
  • BESS, inverter, or utility-scale energy storage procurement experience.
  • Experience with 345 kV or higher-voltage transmission equipment, such as GSU transformers, GIS switchgear, or disconnect switches.
  • CPP, CPSM, or equivalent professional certification.
  • Familiarity with Aconex document management, Oracle Primavera Unifier, or equivalent project controls platforms.
  • Prior experience in the Texas power market or ERCOT grid environment.

Responsibilities

  • Own and maintain the OFE Master Register across gas turbine generation, BESS, nuclear, and 345 kV transmission scopes.
  • Cross-reference the OFE register against the P6 MAT-OFE milestone schedule, LinkSquares contract database, and Oracle Fusion AP to identify procurement gaps and critical-path equipment.
  • Develop and maintain OFE procurement strategy, including make-or-buy decisions, packaging logic, sole-source justifications, and long-lead procurement triggers.
  • Lead end-to-end RFP processes for major OFE packages, including transformers, GIS switchgear, gas turbine auxiliaries, BESS and inverter systems, nuclear-classified components, and balance-of-plant electrical apparatus.
  • Develop commercial bid packages, technical evaluation scorecards, BAFO processes, and award recommendations in coordination with Legal Council.
  • Negotiate commercial terms, delivery schedules, performance guarantees, liquidated damages, and OEM service agreements with equipment suppliers.
  • Manage sole-source and directed-award processes for nuclear-classified equipment in compliance with 10 CFR 50 Appendix B quality assurance requirements.
  • Administer active OFE supply contracts in Oracle Fusion, maintaining PO status, milestone payment schedules, and delivery forecasts tied to Unifier cash flow curves.
  • Run expediting programs for long-lead equipment, tracking OEM manufacturing progress, raw material procurement, and shop fabrication against contracted milestones.
  • Manage Factory Acceptance Testing and Site Acceptance Testing programs, coordinating witness events with the Owner and EPC contractors.
  • Manage supplier change orders, technical deviation requests, and commercial claims, maintaining documentation in Aconex.
  • Track and enforce OEM warranty obligations, spare-parts commitments, and O&M documentation deliverables.
  • Coordinate OFE logistics from OEM delivery point through site receipt, inspection, and turnover to EPC contractors, working with freight forwarding and customs brokerage providers.
  • Manage OFE receiving and inspection protocols at the Amarillo site, documenting non-conformances and coordinating warranty repairs or replacements.
  • Track storage, preservation, and handling requirements for sensitive equipment, including power transformers, nuclear components, and BESS modules.
  • Support nuclear import compliance for 10 CFR Part 110 equipment in coordination with the customs broker and Haynes & Boone on NRC export/import licensing.
  • Interface daily with the Procurement Manager, EPC Contracts to align OFE delivery schedules with contractor construction sequences and installation readiness.
  • Partner with Finance on OFE cash-flow forecasting, milestone payment validation, and long-lead equipment prepayment structures.
  • Coordinate with the VP Operations on equipment acceptance, site readiness, and turnover protocols.
  • Provide executive leadership with OFE status reporting, including critical-path equipment risk assessments, schedule variances, and mitigation strategies.
