About The Position
Virginia Correctional Enterprises (VCE) is a manufacturing and service agency that is focused on providing meaningful jobs and work skills for offenders and offering quality goods and services to our customers. The Procurement Manager will manage a staff of professional procurement positions and develop, implement, interpret, and revise policies and procedures relating to all phases of administrative procurement operations. This role ensures that contracts are established in the best interest of the agency and comply with the Virginia Public Procurement Act and other relevant policies and procedures. The Procurement Manager also acts as the primary contact with the Division of Purchasing and Supply. A 12-month probationary period is required for all new hires, transfers, and returning state employees.
Requirements
- Considerable knowledge of state government procurement practices and procedures and the Agency Procurement and Surplus Property Manual.
- Considerable knowledge and experience in a manufacturing operation.
- Considerable supervisory work experience.
- Considerable experience in the development and maintenance of operating procedures and quality standards.
- Considerable effective communications skills, both oral and written.
Nice To Haves
- Supervisory experience.
- Virginia Contracting Officer (VCO).
- PPB, GPPO or CPM certifications.
