About The Position

ProSidian is seeking a Process Hazard Analysis (PHA) Specialist for a contract role supporting the U.S. Department of Energy's Loan Programs Office (LPO). This position focuses on risk, compliance, and independent certification within the energy sector, specifically for oil, gas, power, and utilities. The specialist will provide Independent Engineering (IE) advisory services, evaluating Process Hazard Analysis (PHA) and Hazard and Operability (HAZOP) studies, safeguards, process hazard controls, and major accident risk reduction measures. The role involves reviewing project documentation, identifying risks and mitigations, validating assumptions, and preparing reports for lender and DOE decision-making. This is a remote position within the USA, with expected on-site meetings in Washington, DC.

Requirements

  • Bachelor's degree in engineering, geoscience, petroleum engineering, mechanical, electrical, chemical, civil, environmental, or related technical field.
  • 10+ years of relevant engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory experience.
  • Demonstrated work on oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.
  • Skills primarily focused on Engineering Services initiatives and aligned with Program Support activities.
  • Proficiency with business tools and technology, including Microsoft Office (advanced with Excel, Access, Outlook, PowerPoint, and Word; proficient with Adobe Acrobat, data analytics tools, and Visio).
  • Ability to translate technical evidence into actionable risk, compliance, and financing implications.

Nice To Haves

  • PE, PMP, CSP, API, NACE/AMPP, PMI, or discipline-specific credentials preferred where applicable.
  • Relevant Energy Industry (Oil, And Gas/Power, And Utilities) Sector Experience (functional and technical area expertise also ideal).

Responsibilities

  • Provides Independent Engineering advisory support for Energy Dominance Financing (EDF) Program technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities.
  • Focuses on HAZOP, PHA, safeguards, process safety risks, and major accident hazard controls.
  • Reviews project documentation, evaluates technical and commercial interfaces, and identifies risks and mitigations.
  • Validates assumptions and supports conditions precedent and disbursement readiness reviews.
  • Prepares defensible work products including PHA worksheets, safeguards validation, risk ranking, action closure, and process safety recommendations.
  • Coordinates with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders.
  • Evaluates PHA/HAZOP outputs, safeguards, process hazard controls, and major accident risk reduction measures.
