About The Position

ProSidian is seeking a Process Hazard Analysis (PHA) Specialist for a contract role supporting the U.S. Department of Energy's Loan Programs Office (LPO). This position is part of the Risk, Compliance & Independent Certification Support team, focusing on providing Independent Engineering (IE) advisory services for energy infrastructure projects. The role involves evaluating Process Hazard Analysis (PHA) and Hazard and Operability (HAZOP) studies, assessing safeguards, process hazard controls, and major accident risk reduction measures. The specialist will review project documentation, identify risks and mitigations, validate assumptions, and prepare reports and recommendations for lenders and the DOE. This is a remote position within the USA, with expected on-site meetings in Washington, DC.

Requirements

  • 10+ years of relevant engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory experience.
  • Demonstrated work on oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.
  • Bachelor's degree in engineering, geoscience, petroleum engineering, mechanical, electrical, chemical, civil, environmental, or related technical field.
  • Proficiency with Microsoft Office Suite (Excel, Access, Outlook, PowerPoint, Word).
  • Proficiency with Adobe Acrobat, data analytics tools, and Visio.
  • Ability to quickly learn other tools as needed.

Responsibilities

  • Provides Independent Engineering advisory support for Energy Dominance Financing (EDF) Program technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities, with emphasis on HAZOP, PHA, safeguards, process safety risks, and major accident hazard controls.
  • Reviews project documentation, evaluates technical and commercial interfaces, identifies risks and mitigations, validates assumptions, supports conditions precedent and disbursement readiness reviews where applicable, and prepares defensible work products including PHA worksheets, safeguards validation, risk ranking, action closure, and process safety recommendations.
  • Coordinates with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders to support timely lender and DOE decision-making.
  • Evaluates PHA/HAZOP outputs, safeguards, process hazard controls, and major accident risk reduction measures.
  • May participate in data room reviews, borrower/contractor interviews, site observations, monthly monitoring meetings, risk register updates, CP evidence reviews, draw package checks, issue closure tracking, and preparation of Independent Engineer reports for DOE, LPO, credit, and program governance stakeholders.
