As a Principal Program Manager, you will provide strategic and execution leadership for a high-impact, province-wide program aligned with Ontario Health’s priorities and Digital Excellence in Health (DxH) operating model. In this role, you will lead the development and execution of program strategy, operating plans, and funding approaches to support successful delivery. You will work closely with senior leaders, government partners, and health system stakeholders to drive alignment, engagement, and outcomes across complex initiatives. This role also emphasizes broad partner enablement, cross-regional communication, and driving adoption and value realization of digital services, ensuring partners feel informed, supported, and equipped to support program objectives. This is a unique opportunity to influence system-wide change, enable digital health transformation, and contribute to improving access, quality, and experiences for patients and providers across Ontario.

Requirements

  • Bachelor’s or Master’s degree, in Business, Health Studies, Public Administration or related field, or equivalent experience
  • 10+ years of project and/or program management experience in the healthcare sector, managing complex, large-scale, matrixed, high-profile programs
  • Broad experience overseeing large, complex initiatives at the intersection of health and technology
  • Comprehensive understanding of Ontario’s healthcare system, provincial strategy, and healthcare environment
  • Experience in health system planning and performance evaluation
  • Strong knowledge of Project Management LifeCycle and Software Development LifeCycle, including Agile/Scrum methodologies
  • Excellent critical thinking, analytical, and decision-making skills in complex, high-pressure environments
  • Strong communication and presentation skills, with the ability to engage diverse audiences effectively
  • Ability to build and maintain strategic relationships with government, healthcare leaders, and key stakeholders
  • Strong leadership, interpersonal, and change management skills, with the ability to work independently
  • Ability to lead effective meetings and drive productive outcomes
  • Strategic mindset with a strong systems-level perspective
  • Results-oriented with a strong sense of accountability and ownership
  • High emotional intelligence, with the ability to navigate complex stakeholder environments and diverse perspectives
  • Ability to communicate complex concepts clearly to large and varied audiences
  • Ability to remain composed and effective under pressure
  • Strong political acuity and ability to navigate government environments
  • Advanced proficiency in computer applications, including project management tools, MS Office, and collaboration platforms

Responsibilities

  • Lead the development and execution of program strategy, including business plans, operating models, and funding proposals
  • Provide thought leadership to drive program direction and ensure alignment with Ontario Health’s strategic priorities
  • Engage and collaborate with senior stakeholders across Ontario Health, Ministry partners, and the broader health system
  • Lead change management initiatives, including the development of frameworks and practices to support adoption and behavioural change
  • Drive province-wide program outcomes, ensuring stakeholders are informed, engaged, and supported in delivering initiatives
  • Establish performance measurement approaches to evaluate program success and outcomes
  • Provide strategic advice and client service to internal teams and external partners, including government stakeholders
  • Coach and influence executives, program stakeholders, and partners to support effective program execution
  • Build strong, collaborative relationships to align multiple stakeholders and drive consensus
  • Lead complex decision-making with significant organizational impact, ensuring sustainable, long-term outcomes
