About The Position

The President and CEO is responsible for the overall management and coordination of the Medicare-certified long term acute care hospital hospitals (“LTACH”). Under the direction of the Management Company incumbent will oversee the day-to-day operations and direction of the LTACH.

Requirements

A minimum of a Bachelor’s Degree in Administration, Business or a health-related field.
A minimum of five years managerial experience and demonstrated understanding and support of the matrix concept related to health care delivery
Strong interpersonal skills
Strong organizational skills
Excellent oral and written communication skills
Experience in the specific management functions of finance, strategic planning and marketing of health programs
Experience with physician relations and community outreach.

Responsibilities

Act as the chief executive officer for ARH Advanced Care Hospitals
Maintain responsibility for the overall management of the hospital.
Act as a liaison between the governing authority and the medical staff, and attend and provide reports to the governing authority to keep them fully informed of the conduct of the hospital.
Oversee and coordinate at the administrative level, services delivered and programs developed, including the organization of the administrative functions of the hospital through appropriate departmentalization and delegation of duties.
Establishes a system of authorization, record procedures and internal controls.
Appoints an individual who will act in the absence of the CEO when he/she is not available in order to provide the hospital with administrative direction at all times.
Appoints a group of professional personnel to develop and periodically review policies to govern the services provided by the hospital.
With input from the Director of Nursing and others as appropriate, selects, supervises, and evaluates the staff for the various departments of the hospital, and shall insure that written personnel policies and job descriptions are available to all employees.
Develops and enforces written policies and procedures governing visitors to all areas of the hospital.
Assures that an infection control committee including members of the medical staff, nursing staff, and administrative staff develop guidelines and techniques for the prevention, surveillance, control and reporting of hospital infections.
In conjunction with the medical staff and the Director of Nursing, ensures that the hospital wide performance improvement program and training programs address problems identified by the infection control committee and must be responsible for the implementation of successful corrective action plans in affected problem areas.
Establishes effective security measures to protect patients, employees and visitors.
Assures, in conjunction with the Board of Directors and the Management Company that the LTACH meets all standards for certification and licensure, and staff members are appropriately educated regarding the certification and licensure requirements of this LTACH.
Assures, in conjunction with the Board of Directors and the Management Company, that the LTACH is in compliance with the Civil Rights Act, the Age Discrimination Act, the Rehabilitation Act, the Americans with Disabilities Act, and any other applicable regulations.
Assures that the LTACH meets all standards for accreditation where applicable, and maintains compliance with state and federal regulations which are applicable to the LTACH.
Assures that the Board of Directors and the Management Company receive all materials and information in a timely and comprehensive manner in conformance with their role and responsibilities.
Monitors daily patient census to assure optimal use of available resources and effective and timely management of patients along the continuum of care.
Provides administrative leadership to assure appropriate patient volume, diagnostic mix, payor mix and reimbursement.
Carries out policies of the governing body to ensure that patients are admitted to the hospital only by members of the medical staff, and that each patient’s general medical condition shall be the primary responsibility of a physician member of the medical staff.
In keeping with corporate policy, implements an appropriate budget planning process for the LTACH, prepares the annual operating and capital budgets and submits these for review and input by the Board of Directors.
Monitors and controls on-going revenue and expense performance of the LTACH, comparing actual performance to the approved budget and preparing and submitting monthly budget variance reports with plan of action to remedy discrepancies.
Represents the LTACH within the community and assures that important information is communicated to appropriate staff.
Coordinates program development activities with clinical staff in keeping with the strategic direction and plan for the LTACH.
Ensures appropriate coordination of staff and activities.
Serves as the administrative liaison with the LTACH’s governing body, medical staff and at large medical community, and all departments of the hospital.
Directs the LTACH’s strategic planning and oversees all activities related to marketing and communication of programs and services.
Establishes, implements, monitors and, on a quarterly basis, analyzes results of performance evaluation as a qualitative and quantitative means of accountability.
Assures that the LTACH participates fully in the designated reporting process as identified by the post-acute care management system.
Establishes means to assure quality care of persons treated and optimal utilization of resources through such systems as utilization review, case record review, quality assurance, productivity analysis, and cost accounting program areas.
Maintains awareness of the marketplace and the LTACH’s competitive position.
Ensures the operation of policies and procedures that maintain timely patient referral and admission processes.
Develops referral sources for the LTACH and maintains contact with referral sources.
Develops and enforces written policies and procedures which prohibit the use of tobacco products throughout the hospital and its facilities.
Establishes and implements a mechanism to assure that all equipment and physical facilities used by the hospital to provide patient care, including those services provided by a contractor, comply with applicable hospital licensing requirements.
Maintains active involvement in local, state, and national organizations as reasonable and appropriate.
Remains current with changes in the marketplace, status of legislation, and trends impacting the LTACH.
Performs all duties as relevant and appropriate to the position.
