About The Position

The City of Steamboat Springs is hiring a Police Records Technician to join their team. This role handles concise technical information and criminal justice requests requiring confidentiality. The technician will maintain complex police records, audit databases, create monthly reports, and ensure compliance with the Colorado Open Records Act. They will also extract information from police reports for crime analysis, enter and retrieve data from computer databases, assist citizens via phone and email, accept crime and accident reports, provide general information, maintain criminal justice records, type correspondence, and process payments and fees.

Requirements

  • Must be 18 years or older at the time of employment.
  • Must possess, or be able to obtain by time of hire, a valid State driver's license without record of suspension or revocation in any State.
  • No felony convictions or disqualifying criminal histories within the past seven years.
  • Must be able to read and write the English language.
  • High school diploma or GED equivalent.
  • Five years of general office, communications, or records management experience, or An equivalent combination of education and experience.
  • Ability to complete various trainings within the first year of employment to obtain required certifications (CORA, CCIC/NCIC access, Colorado Certified Records Technician) in addition to NIBRS and Sex Offender Registration when offered by CBI.
  • Must be able to maintain sensitive and confidential information on a daily basis.
  • Ability to learn, understand, and interpret a variety of legal requirements including the Colorado Open Records Act (Title 24, Article 72, Part 2), Criminal Justice Records Act (Title 24, Article 72, Part 3), Children's Code Records and Information Act (Title 19, Article 1, Part 3); and other Colorado Revised Statutes.
  • Ability to learn the basic functions, terminology, services, and principles and practices of law enforcement work.
  • Skill in the operation of most of the tools and equipment listed.
  • Understanding and willingness to interact with defendants, victims and witnesses.
  • Ability to learn the applicable laws, ordinances, and department rules and regulations.
  • Ability to communicate effectively orally and in writing.
  • Ability to establish and maintain effective working relationships with subordinates, peers and supervisors.

Responsibilities

  • Serve as an ambassador of the City of Steamboat Springs and uphold City values.
  • Follow specific procedures and use independent judgment to obtain necessary information efficiently and accurately.
  • Receive and review large volumes of criminal justice records, perform quality assurance, and extract necessary information for computer entries.
  • Review all citations for valid court dates, times, and offenses.
  • Generate a variety of law enforcement management system reports.
  • Translate and interpret statutes and codes data according to National Incident Based Reporting System (NIBRS) into a secondary database.
  • Be responsible for the creation, review, filing, storage, retention, release, distribution, and destruction of police records.
  • Work closely with officers, dispatchers, police administration, courts, and the public.
  • Ensure accuracy of all data input by other law enforcement staff and CIJIS court personnel into various systems.
  • Access criminal history and court proceeding records to resolve data discrepancies.
  • Disseminate case information and evidentiary items to DA’s office, municipal and county/district courts, DMV, and other law enforcement entities.
  • Keep up-to-date on all records release, criminal justice records, and juvenile code laws.
  • Maintain a Colorado Certified Records Network (CCRN) certification.
  • Operate CCIS and NCIC criminal data information systems with specific entry requirements for Sex Offender Registrations and Warrants.
  • Perform warrant modifications and cancellations for municipal and county/district courts.
  • Conduct extensive research analysis and compile documentation in specific areas such as records checks.
  • Perform checks within statutory timeframes.
  • Maintain working knowledge of multiple legacy data systems for accurate and timely data extraction.
  • Be responsible for the timely and accurate sealing of criminal justice records per Court order.
  • Assist in the retention schedule process of criminal justice records.
  • Process requests for report copies and SSPD incidents contacts from the public and other law enforcement agencies using Colorado Open Records Act (CORA) rules.
  • Process lab results from Colorado Bureau of Investigation (CBI) and blood test results from Colorado Department of Public Health & Environment (CDPHE).
  • Provide on-the-job instruction and training to personnel assigned to the Records Division and Patrol about Records procedures and department standards.
  • Conduct effective one-on-one or group presentations and trainings as required for police department staff.
  • Assist with the creation and maintenance of the Records Division Policy and Procedure manual.
  • Represent the SSPD and Records Division at a variety of meetings, which may include overnight travel to conferences and trainings.
  • May be required to perform Fingerprinting services for criminal justice purposes.
  • May be required to obtain notary certification.
  • Receive requests from officers for special or specific information and relay the same back to the officer.
  • Accept, receive, record, handle, and deposit payment of fees collected.
  • Enter data into the City’s financial software systems Express Bill Pay and Caselle.
  • Run daily reports from financial software systems.
  • Perform other tasks as assigned.
  • Provide backup/coverage for all duties required of the SSPD Front Desk.
  • Handle all incoming and outgoing mail for Police Services.
