About The Position

The Permit Technician II serves as the mid-level classification within the City's Permit Technician career series. Under limited supervision, the incumbent performs advanced technical and administrative work involving the review, coordination, and processing of complex permit applications, including large-scale residential and commercial developments and specialized permitting activities. Employees in this classification are expected to exercise considerable independent judgment while serving as a technical resource to staff, coordinating with internal departments and external agencies, and providing exceptional customer service to contractors, developers, architects, engineers, and the public. Permit Technician II employees serve as subject matter experts in permitting operations and are responsible for ensuring permit applications progress efficiently through the development review process. This classification provides an opportunity for employees to demonstrate advanced technical proficiency, leadership, and operational knowledge in preparation for advancement to Permit Technician III. Permit Technician II is the mid-level classification within the Permit Technician career series. Employees perform advanced permitting functions requiring greater technical knowledge, independent decision-making, and customer interaction than the Permit Technician I classification. Unlike the Permit Technician I, which primarily focuses on permit intake and application processing, the Permit Technician II independently manages complex permit applications, large-scale development projects, and specialized permitting processes requiring coordination among multiple disciplines and agencies. Although incumbents may provide guidance and mentoring to entry-level employees, this classification does not exercise formal supervisory authority.

Requirements

• High School Diploma or possession of a General Education Diploma (GED).
• Minimum of thirty (30) semester credit hours from an accredited college or university in Public Administration, Business Administration, Construction Management, Architecture, Engineering, Building Construction Technology, or a closely related field.
• Three (3) years of progressively responsible experience in municipal building permitting, development services, construction administration, or a closely related field.
• Must complete FEMA ICS-100 and ICS-200 within six (6) months of employment.
• Must obtain the International Code Council (ICC) Permit Technician Certification within twelve (12) months of appointment as a condition of continued employment. This certification must maintain the certification throughout employment.
• Must have a valid Florida Driver’s License with a clean driving record.
• Must pass a background screening process.
• The employee must successfully pass a background screening process and comply with the City’s Drug-Free Workplace policy.
• The City will also verify the identity and employment authorization of individuals hired so the proper completion of Form I-9 is required, which includes the employee providing documents evidencing identity and employment authorization.

Nice To Haves

• Experience processing complex permit applications or coordinating development projects is highly desirable.
• An equivalent combination of education, professional certifications, training, and directly related experience may be considered.
• For purposes of this classification, two (2) years of progressively responsible municipal building permitting experience may be substituted for one (1) year of college education, provided the candidate possesses a High School Diploma or GED and demonstrates the knowledge, skills, and abilities necessary to successfully perform the essential functions of the position.

Responsibilities

• Independently processes complex residential, commercial, industrial, and mixed-use permit applications.
• Serves as the primary permit coordinator for assigned large-scale residential and commercial development projects.
• Reviews permit applications for compliance with submission requirements, departmental policies, and applicable regulations.
• Coordinates permit revisions, deferred submittals, phased permits, private providers plan reviews and inspections reporting, and permit amendments.
• Calculates and verifies permit fees, impact fees, and related development charges in accordance with adopted fee schedules.
• Coordinates permit processing with internal review disciplines and outside regulatory agencies.
• Processes and coordinates specialized applications including, but not limited to: Building Recertification Programs, Change of Use, Shell Building permits, Tenant build-out permits, Demolition permits, Phased permitting applications, Special event and temporary structure permits, as assigned.
• Serves as the primary point of contact for assigned developers, contractors, architects, and engineers.
• Coordinates permitting activities associated with large-scale residential subdivisions, commercial developments, and capital improvement projects.
• Monitors permit milestones to ensure timely processing.
• Collaborates with Plans Review, Inspection Services, Planning and Zoning, Public Works, Utilities, and outside agencies to resolve permitting issues.
• Assists applicants with resolving technical deficiencies identified during the review process.
• Provides advanced customer assistance regarding permitting procedures, development regulations, departmental policies, and permit status.
• Resolves complex customer concerns requiring research and technical knowledge.
• Assists customers in navigating electronic permitting software.
• Represents the Building Department in a professional, courteous, and solution-oriented manner.
• Serves as a technical resource for Permit Technician I employees.
• Assists with onboarding and mentoring newly hired permitting staff.
• Provides recommendations regarding workflow improvements and customer service enhancements.
• Participates in departmental process improvement initiatives.
• Assists management with implementation of new permitting procedures and software enhancements.
• Performs permit research and prepares operational reports as assigned.
• Maintains accurate electronic permit records.
• Reviews permit documentation for completeness and consistency.
• Coordinates permit correspondence with applicants and outside agencies.
• Ensures compliance with Florida Public Records requirements.
• Interprets and applies applicable permitting regulations, departmental procedures, construction terminology, and municipal development review requirements.
• Maintains current knowledge of the Florida Building Code, applicable Florida Statutes, municipal permitting practices, development review processes, construction methods, and related regulatory requirements.
• Performs other job-related functions as assigned.

Benefits

• Full-time/Regular position.
• Standard workweek, which is forty (40) hours of work per week, usually consisting of five (5) days of eight (8) hours per day.
• The workday may be varied for the efficient delivery of public service.
• Will be required to work other than the standard workweek on occasion, including evenings, weekends, and/or holidays.
• Will be required to work occasional overtime or shift assignments, if applicable.
