About The Position

The People Operations Generalist serves as the primary People partner for managers and staff within an assigned region, providing consistent, day-to-day support across the employee lifecycle. Reporting to the Director of People Operations & Implementation, this role ensures that People processes, policies, and practices are applied accurately and consistently. This role partners closely with managers to support onboarding, performance management, and People experience, while coordinating with Centers of Expertise – including Talent & People Experience, People Relations & Governance, Payroll & Benefits, and Risk Management to ensure issues are routed and resolved effectively. The People Operations Generalist also plays a key role in identifying trends, surfacing gaps, and providing field insights to continuously improve People systems and processes.

Requirements

  • 3+ years of People/HR generalist experience in a multi-site or field-based environment
  • Experience supporting a high-volume workforce, including hourly/non-exempt employees
  • Working knowledge of California employment law and HR compliance requirements
  • Experience executing onboarding, discipline documentation, and employee records management
  • Proficiency with HRIS platforms for employee recordkeeping and transaction processing
  • Strong interpersonal, communication, and organizational skills
  • Demonstrated ability to exercise sound judgment about when to act and when to escalate

Nice To Haves

  • Experience in youth development, education, afterschool, nonprofit, or government-contracting organizations
  • Bilingual English/Spanish strongly preferred, particularly for SGV and IE regional positions

Responsibilities

  • Serve as the primary People point of contact for managers and staff in the assigned region - triaging People questions and ensuring they are routed to the appropriate People Center of Expertise when specialized expertise or decision-making is required.
  • Respond to People inquiries in a timely, accurate, and people-centered manner
  • Provide clear and consistent guidance on People policies and processes; escalate complex or interpretive questions to People Relations & Governance
  • Build strong working relationships with regional program and operations leadership
  • Reinforce accountability for timekeeping, documentation, and compliance practices at the site level
  • Support managers in ensuring onboarding processes (owned by Talent & People Experience) are completed accurately and on time at the site level
  • Reinforce onboarding expectations and escalate gaps or breakdowns to the Talent & People Experience team
  • Serve as a resource to managers navigating onboarding questions, ensuring alignment with established processes
  • Deliver discipline communications and documentation as directed by People Relations & Governance, ensuring consistency, clarity, and appropriate documentation at the site level.
  • Support managers in navigating performance management processes, including documentation and follow-through
  • Escalate People relations concerns, potential investigations, or high-risk situations to People Relations & Governance and the Director of People Operations & Implementation per the People Decision Rights & Escalation Framework.
  • Ensure alignment between onboarding, performance management, and other People processes as they are experienced at the site level
  • Provide practical guidance to managers on day-to-day People processes, reinforcing consistent application of policies while escalating complex or interpretive matters to the appropriate People Center of Expertise.
  • Serve as the first point of contact for employee payroll-related inquiries in the assigned region; gather documentation and route to Benefits & Payroll per protocol (do not resolve independently).
  • Maintain accurate employee records within the HRIS for the assigned regional workforce
  • Support compliance documentation, employment verifications, and reporting as needed
  • Ensure timely follow-up and communication so payroll and benefits issues are resolved efficiently and transparently for employees
  • Identify recurring issues, trends, and gaps across sites and communicate insights to the Director of People Operations & Implementation
  • Provide feedback on People processes, tools, and workflows to support continuous improvement efforts
  • Support the consistent adoption of new People processes and initiatives across the region
  • Help managers understand People processes, resources, and points of contact within the People service model, reinforcing clarity around when and how to engage different People teams.
