About The Position

The Alberta Public Service (APS) is taking a One Finance approach to the delivery of financial services. Financial services include the delivery of financial planning, reporting, and operations, as well as ongoing engagement with policy and program areas to provide strategic decision-making support. Requirements

  • University degree in a related field plus 5 years progressively responsible related experience.
  • Professional accounting designation (CPA) is required. Working towards an accounting designation will be considered with increased work experience.
  • Strong understanding of GAAP, PSAS and working within relevant legislation/policy-driven environments.
  • Supervisory experience and experience working with diverse functional groups.
  • Experience delivering timely, high-quality outcomes in high-volume work environments.
  • Proficiency with Microsoft suite, with advanced skills in Excel and SharePoint Online.
  • Enterprise-level system experience required.

Nice To Haves

  • Supervision experience in a unionized environment is an asset.
  • Experience with revenue accounting and cash management, including reconciliation of revenue streams, deposits, dedicated revenue funds, and cash controls.
  • Experience with capital asset accounting and capitalization processes, including Public Sector Accounting Standards (PSAS), asset lifecycle management and audit requirements related to capital assets.
  • Experience leading month-end, quarter-end and year-end financial reporting processes, including coordinating deliverables across multiple stakeholders.
  • Experience providing clear communications and high-quality training materials to a variety of audiences.
  • Working knowledge of the Government of Alberta’s 1GX financial system, including key modules such as General Ledger, Accounts Payable, CARS and Business Partner Data.
  • Ability to interpret government and departmental financial legislation, regulations and policies - Financial Administration Act, Sustainable Fiscal Planning and Reporting Act, Government Organization Act and various TBF directives and guidelines.

Responsibilities

  • Ensures timely and accurate recording and collection of revenue for camping fees, dispositions, donations, dedicated revenue and other revenue related transactions on a monthly basis.
  • Provides oversight and coordination of accounts payable and all other expense transactions, including inter-unit transactions.
  • Oversight of the capitalization process, ensuring effective accurate and timely capitalization transactions that are in alignment with GoA accounting standards and OAG guidelines.
  • Ensures correct and timely financial system configuration (e.g. business partner setups, CARS, etc.).
  • Proactively identifies transactional and systemic issues and works collaboratively to resolve, particularly within systems such as 1GX, CARS, SHOP and other systems used by Parks.
  • Develops and implements effective monthly management reporting.
  • Liaise with Treasury Board, AGI Finance, Service Alberta and other internal stakeholders for cash/banking/accounts payable/other issues.
  • Directly supervises Parks Financial Operations team, including providing divisional guidance, training and support.
  • Coordinates month-end/quarterly and year end financial activities.
  • Leads audit response process, including producing reconciliations, working papers and reports.
