PHMC serves as both a direct service provider to individuals, families, and communities across the region and as an intermediary agent — managing large-scale contracts, government and philanthropic partnerships, and multidisciplinary initiatives that require operational sophistication, strategic leadership, and deep mission alignment. PHMC, a non-profit public health institute, serves as the intermediary entity for the City of Philadelphia Department of Human Services’ Out of School Time Project (DHS OST). In this role, PHMC manages a citywide contract with approximately 130 programs and provides contract oversight, data management, and fiscal oversight. The DHS OST project supports approximately 15,000 youth in grades K-12 through after-school and summer programs throughout the city of Philadelphia. The project aims to provide quality Out of School Time programming to improve life skills, increase academic engagement, and prepare youth for higher education and employment. The OST Coach oversees the activities of a caseload of City-funded K-8th or High School OST programs. They perform monitoring and deliver coaching to maintain quality programming for a caseload of OST providers. The Coach performs on-site observations of program operations and delivers necessary support to maintain the quality standards of OST program activities. This position reports to the OST Coach Manager. This position requires office and field-based activities.
