About The Position

The selected candidate will assist the State Monitor Advocate (SMA) with functions related to the Migrant and Seasonal Farmwork (MSFW) program. Maintain and track program monitoring schedule. Monitor Corrective Action Plans (CAPs) submitted by Local Workforce Development Boards (LWDBs) that address issues identified during monitoring activities. Maintain timelines for completion of reports and CAP responses. Serve as backup to the SMA in their absence. Maintain MSFW program files to ensure on-going compliance with FloridaCommerce processes and procedures. Assist in writing programmatic letters and memorandums as required by the United States Department of Labor (USDOL) and FloridaCommerce. Review MSFW data, reports and department plans. Research work assignments and tasks in accordance with the department policies/procedures and federal regulations, where applicable. Systematic, on-going monitoring and oversight plays a critical role in meeting FloridaCommerce’s vision by ensuring a return on investment, system and program accountability, and continuous improvement through monitoring of the state’s workforce programs. You will play a critical role in ensuring program outcomes and standards meet the objectives of federal and state law while improving on the way we do business. You will also assist in helping Florida MSFWs obtain needed resources to become self-sufficient in an effective and efficient manner by ensuring local board processes and procedures comport with applicable federal and state law. FloridaCommerce is a fast-paced work environment in which critical thinking and prioritizing are a must.

Requirements

  • Knowledge of the principles, methods, and tools for developing, scheduling, coordination and managing projects and resources.
  • Ability to communicate with persons outside the department, representing the department to customers, the public, government, and other external sources.
  • Ability to utilize effective time management and problem-solving techniques.
  • Ability to communicate effectively verbally and in writing.
  • Ability to establish effective internal and external relationships as well as promote collaboration and partnership.
  • Ability to prioritize programmatic goals.
  • Skilled in the proficient use of Microsoft Outlook, Word, and other computer software and applications.
  • As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
  • Duties and responsibilities of this position must be performed at the official work site of the Department.
  • Some travel may be required.

Nice To Haves

  • Preference will be given to candidates who are from MSFW backgrounds.
  • At least two years of experience researching federal and state laws, regulations and other governing authorities for a state or federally funded program.
  • At least two years of experience working in a professional capacity with workforce development programs.

Responsibilities

  • Research work assignments and tasks in accordance with the department policies/procedures and federal regulations, where applicable.
  • Attend training session(s) offered by the Regional Monitor Advocate(s) and National Monitor Advocate and their staff and those necessary to maintain competency and enhance the SMA's understanding of the unique needs of farm workers.
  • Serve as backup to the SMA in their absence.
  • Maintain MSFW program files to ensure on-going compliance with FloridaCommerce processes and procedures.
