About The Position

This position is grant-funded and based on the availability of Opioid Settlement Funds. Cabarrus County is projected to receive approximately $24 million over an 18-year period from the proceeds of the National Opioid Settlements. The Cabarrus County Opioid Settlement Program Manager will oversee the development, administration, budgeting, grant management, and reporting of the County’s Opioid Settlement Program. This position will work closely with Cabarrus County leadership, staff, and community partners involved in overdose prevention, education, harm reduction, treatment, and recovery support. The Program Manager will ensure that all Opioid Settlement Fund reporting requirements are met and will pursue additional resources to advance this work. As an action-oriented team player and innovative thinker, the Program Manager will oversee the program’s day-to-day operations, needs, issues, risks, quality, and budget. The position is performed under general supervision, with the employee independently developing work methods and sequences. This position is eligible for a hybrid work schedule consisting of both in-person and remote work.

Requirements

  • Bachelor’s degree in public health, human services, social work, behavioral health, or related field, supplemented by two (2) years of progressively responsible experience managing, developing, and planning; or Master’s degree in public health, behavioral health, social work, human services, or related field with one (1) year of equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities.
  • An equivalent combination of training and experience may be considered.
  • Degrees must be received from appropriately accredited institutions.

Responsibilities

  • Oversee and manage all related programs, activities and contracts funded by the Opioid Settlement
  • Execute the preliminary 3-5-year strategic plan for the Opioid Settlement Program
  • Coordinate and engage with community members and key stakeholders around opioid overdose prevention; participate, organize, or lead teams associated with program implementation and substance use disorders
  • Maintain, update, and provide reports on Cabarrus County's Opioid Settlement Funding Plan; complete all required reporting in accordance with NC and Opioid Settlement guidelines
  • Oversee program budget and allowable spending based on state guidelines
  • Lead relevant procurement process as needed for program implementation including develop, negotiate, and review contracts associated with opioid settlement funds
  • Pursue additional funding and support for opioid use prevention work, including grant writing and pursuing technical assistance from state and national resources
  • Adopt strategies to effectively engage individuals with lived experience as decision-makers and leaders
  • Prepare and give presentations to senior management, stakeholders and community partners and elected officials on the Opioid Settlement Program
