About The Position

JRAD is seeking an immediate fill position for an experienced Operations Strategy & Governance Analyst to support the Department of the Air Force (DAF) AF/A4C Civil Engineer Operations Directorate. This role supports enterprise Civil Engineer Operations initiatives through governance, policy development, stakeholder integration, program analysis, and strategic implementation activities. The selected candidate will help develop and sustain governance documents, support audits and inspections, coordinate enterprise actions, and provide executive decision-support products that improve readiness, mission assurance, and operational effectiveness across the Department of the Air Force. This position is hybrid with an approximate 50% split between onsite at the Pentagon and remote work.

Requirements

  • Bachelor’s degree with 5+ years of experience supporting Air Force or other Department of Defense/War programs.
  • Experience serving as an Action Officer (AO) supporting senior leaders and executive staffing processes.
  • Experience coordinating audits, inspections, corrective action plans, compliance programs, or governance initiatives.
  • Familiarity with Air Force publication development, policy coordination, and governance processes.
  • Knowledge of Air Force Civil Engineer Squadron organizations, Operations Flight responsibilities, and installation-level Civil Engineer processes.
  • Active Secret (or eligibility to obtain/maintain one)

Responsibilities

  • Support execution of AF/A4C Civil Engineer Operations strategic initiatives and the Strategic Implementation Plan (SIP) through governance, policy, and program management activities.
  • Develop, coordinate, and maintain governance and programmatic documents including DAFIs, DAFMANs, Unified Facilities Criteria (UFC), policies, procedures, and implementation guidance.
  • Develop action plans, implementation products, inquiry responses, taskers, executive correspondence, and issue-resolution actions supporting enterprise objectives.
  • Coordinate and facilitate meetings, working groups, governance forums, and stakeholder engagements; prepare briefing slides, executive summaries, meeting minutes, after-action reports, and status reports.
  • Conduct program analysis, develop trend reports, assess program execution, and provide recommendations that improve enterprise Civil Engineer Operations performance.
  • Serve as a lead Action Officer (AO) or primary point of contact for audits, inspections, compliance reviews, and corrective action efforts affecting Civil Engineer Operations programs.
  • Develop and track Corrective Action Plans (CAPs) and Plans of Action and Milestones (POA&Ms), monitor implementation progress, and provide leadership updates on status and outcomes.
  • Coordinate actions across Headquarters Air Force, AFCEC, AFIMSC, MAJCOMs, installations, and other Department of Defense stakeholders to advance enterprise priorities and policy initiatives.
  • Support governance initiatives involving Civil Engineer Capability Integration Panel (CECIP) modernization, CE Board integration, engineering standards governance, vehicle advocacy processes, and related policy improvement efforts.
