About The Position

This is an intermediate managerial position in the Bureau of Communicable Diseases, with a key role in bureau policies and protocols development, performance management, communications and fiscal operations. The work requires applying a logical understanding of business practices and procedures in order to analyze and resolve problems. The incumbent must possess professional and interpersonal skills to interact with all levels of employees and management within the Bureau of Communicable Diseases, and between programs in different offices within the Department of Health. May also serve as a delegate for section administrators or Bureau Chief as needed.

Requirements

  • Knowledge of Florida’s legislative process.
  • Knowledge of the DOH legislative bill analysis, legislative budget request, and legislative bill proposal processes.
  • Knowledge of Florida's Public Record Laws.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures.
  • Knowledge, skills, and abilities to develop and implement quality improvement project plans.
  • Ability to work independently.
  • Ability to plan, organize, and coordinate work assignments.
  • Ability to communicate effectively and establish and maintain effective working relationships with others.
  • Experience with budgeting and grants management
  • Experience with oversight of program evaluations and quality improvement projects

Responsibilities

  • Responsible for the supervision of staff including appraisals, planning, and directing their work, approving leave, having the authority for hiring, and taking disciplinary action or effectively recommending such actions.
  • Supervises direct reports, including motivating, training, providing guidance, and direction. Develops expectations and meets with staff regularly to discuss performance, complete performance reviews, and disciplinary action, if needed. Maintains vacation and work schedules to ensure proper coverage and completes timesheets Ensures all staff complete required training and are offered additional training.
  • Provides systems-thinking and problem-solving expertise to manage organizational improvement activities, including performance measurement, quality improvement, and utilization of the performance management quality improvement framework and business planning. Represents the Bureau in division-level strategic planning and performance management planning.
  • Responsible for oversight to develop and revise policies and procedures relevant to Bureau-wide administrative functions as directed by the Bureau Chief; provides training to staff on Bureau-specific and Department policies and procedures. Support and confer with section administrators, managers and staff to convey and clarify information concerning policies. Ensures any internal operating procedures and technical assistance on proposed legislation and administrative rules and assists with any bill analyses.
  • Responsible for oversight and reviewing of communications material, including but not limited to memos, letters, PowerPoint presentations, and newsletters, before distribution outside the Bureau where possible. Review and approve Bureau work products as delegated by the Bureau Chief. This will include creating, reviewing and/or editing documents such as grants, policies, and annual reports for distribution to a variety of audiences, both professional and non-professional. Communicate regularly with Bureau staff at all levels, identity, develop, and reward talent, share information, and facilitate organizational changes.
  • Assist in the review of Bureau fiscal issues (budget, contracts, purchasing and P- Cards, and grant management). Assist in development and preparation of legislative budget issues for the Bureau.
  • Responsible for oversight of program evaluations and quality improvement (QI) projects conducted within the Bureau, ensuring projects follow the Department's QI model, are documented and shared statewide and nationally. Ensuring technical assistance and program support Bureau applications.
  • Performs other related duties as assigned.
