This position's role within the Florida Department of Environmental Protection’s (DEP) Division of State Lands is Florida’s lead agency for environmental management and stewardship, serving as staff to the Board of Trustees. The Division of State Lands’ Revenue Section is responsible for the collection and tracking of all fees and revenue due to the Board of Trustees for activities occurring on Board of Trustees-owned land. The Revenue Section also assists DEP’s district regulatory staff and provides public education related to fee reporting and collection. This position will perform the following duties and responsibilities: Communicates with, motivates, trains and evaluates employees; planning and directing employees’ work; has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward or discipline subordinate employees and/or effectively recommend such action. Supervises and oversees the Division of State Lands’ revenue activities including billing, collection and reporting; coordinates activities with DEP District personnel and DEP legal counsel on accounts requiring legal action; tracks performance measures related to revenue collection; analyzes and evaluates data; and assists with problem solving. Supervises, plans, directs and coordinates the development and maintenance of a revenue collection procedures manual, researches and resolves problems associated with revenue collection and identifies deficiencies; reviews processes/procedures; and implements resolutions. Assists with development, implementation and maintenance of systems or programs required to ensure that the revenue collection assignments are properly identified and related tasks completed by deadlines. Provides status reports as requested and identifies and advises management in the development of proposed rule/policy amendments for consideration by higher-level management. Provides revenue projections for the Internal Improvement Trust Fund. Serves as the Division of State Lands’ Disaster Coordinator, providing leadership and coordination for disaster response and recovery efforts. Duties include ensuring FEMA compliance, managing cost and damage reporting processes, supporting insurance and project documentation and overseeing the Division of State Lands’ projects through completion. Performs other work as required/assigned.
