This is a highly responsible supervisory position located within the Bureau of Preparedness and Response, Community Preparedness Section. The position is responsible for management of the Community Preparedness Section to include oversight of the County Health Department Expect Preparedness System and deliverables, and all health care coalition activities. This position is also responsible for ensuring completion of workplans, balanced budgets, federal reporting, and compliance with federal guidance. The incumbent is responsible for supervising staff in the Community Preparedness Section in accordance with state and departmental policies and procedures. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. Serves as the State Health Care Coalition Coordinator, working closely with the coalitions on annual contract deliverables, Health Care Coalition Task Force meetings and agenda items and conducting quarterly technical assistance calls individually with each coalition. Works with the coalitions and state grant staff to ensure both the state and coalitions are meeting the coalition specific grant required deliverables for the Hospital Preparedness Cooperative Agreement. Serves as the State Expect Preparedness Coordinator to the county health departments with regard to the CHD Expect Preparedness deliverables. Conducts annual reviews of the deliverables to ensure viability and provide edits as deemed appropriate. Provides quarterly technical assistance to each of the 10 preparedness regions, new and existing planners to assist as needed with implementation of the preparedness deliverables. This could include both one-on-one technical assistance, regional, and statewide activities. Manages the Florida Public Health Risk Assessment Tool. Works with the vendor to develop, maintain, and create reports on risks at the county, regional, coalition and statewide levels by hazard and capability area. Works with vendor to ensure system is working correctly and to update data sets in the system as needed. Analyze and evaluate progress on building preparedness capability at the local level by county health departments and health care coalitions through data analysis, assessment, evaluation of programmatic deliverables and providing reports on trends, gaps, and outcomes. Prepare, administer, and monitor the Community Preparedness Section grant workplans, budgets and federal or state performance measures as applicable. Oversee the Coalition Verification Readiness System (CRVS) and the CHD Expect Preparedness System used to track health care coalition and county health department deliverable approvals. Works with IT staff to monitor system breaks, fixes, and create system enhancements. Keep community preparedness content on the Department’s website pages and SharePoint sites up to date. Prepare to and serve as a member of the State ESF-8 Incident Management Team during public health and medical incidents, activations of the State Emergency Response Team and exercises. This includes training for assigned roles, developing professional preparedness kits, and participating in exercises and drills as appropriate. Perform Other duties as assigned.
