About The Position

The NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service. DOF’s Property Valuation and Tax Mapping is responsible for valuing more than one million properties in the city and overseeing assessments and valuations in a fair and equitable manner. The valuations enable the efficient and effective collection of property tax revenues for New York City. The Property Division's Executive Office is seeking an Office Administrator for Executive Operations. Reporting to the Administrative Manager of Executive Operations, the selected candidate’s duties and responsibilities include but are not limited to the following:

Requirements

  • A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
  • An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
  • A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above; or
  • Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above.
  • Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

Responsibilities

  • Successfully perform a broad variety of high-level administrative tasks and special projects for Deputy and Assistant Commissioners.
  • Support hiring process and onboarding processes for the Property Valuation & Tax Mapping Office.
  • In the temporary absence of the Administrative Manager, may assume duties of the position including communication with Human Resources and Financial Services Offices regarding all personnel-related and budget tasks and/or functions.
  • Perform all facilities-related functions including orchestrate and execute floor plan movements, transfers and coordinate with facilities and Finance Information Technology and telecommunications staff.
  • Assist with maintaining the personnel services budget, staying abreast of the agency's functionality within the personnel service's realm. In the temporary absence of the manager, advise senior management on status updates.
  • Liaise with facilities to coordinate repairs and serve as a contact person for administrative issues regarding software, devices, and all facility-related issues to maintain the upkeep of the office.
  • Manage division's procurement process and prepare purchase requests for new/renewed publications, services and computer software.
  • Reconcile OTPS budget reports - update and track status of object codes; reconcile annual Budget report.
  • Prepare draft portions of upcoming fiscal year's budget report.
  • Track remaining balances on current OTPS budget report.
  • Participate in budget meetings with Office of Accounts Payable to resolve division's needs.
  • Perform additional duties as assigned by the Deputy and Assistant Commissioners.
