About The Position

The Nurse Manager will be responsible for developing and administering health care services for the residential children served by Gemma Services in accordance with established agency policies and regulatory guidelines. This role involves developing, implementing, and achieving annual goals and objectives as established in the Residential Programs Division’s annual operating plan. The Nurse Manager will ensure the department’s compliance with operating policies and procedures and outside regulatory requirements, directly supervise assigned personnel, and communicate with appropriate management and staff personnel, providing periodic reports. The position supports the mission of Gemma Services by providing individualized support, being data informed, and helping others know they matter, reflecting Gemma’s values of being unlimited, nimble, inspired, transparent, effective, and diverse. The Nurse Manager acts as a member of the RT Core Leadership Team, modeling Gemma Service’s diversity, equity and inclusion framework, supporting the strategic plan, and conducting professional development for residential staff. They participate in program learning collaboratives, partner with support services, provide mentorship, and engage in the quality improvement process by reviewing data, recommending improvements, and monitoring outcomes. This role requires collaboration with supervisors, department and division managers, and staff to integrate goals and activities, and adherence to the program operating plan and budget.

Requirements

B.S. degree in Nursing required
Valid Pennsylvania RN license
Certified training in PA medication administration
A minimum of five (5) years' related experience required, including child/adolescent experience
Psychiatric nursing and management experience preferred

Responsibilities

Develops and administers health care services for the residential children served by Gemma Services in accordance with established agency policies and regulatory guidelines.
Coordinates, plans, and implements the daily activities of the department.
Establishes, implements, and monitors department policies, procedures, and protocols to assure compliance with all federal, PA, accrediting, and local regulations.
Develops and maintains quality health care procedures and practices, including drug and medication security and control.
Administers medications according to physicians’ orders.
Administers health care, first aid, and emergency care when needed.
Supports staff who are medication administration trained to understand and comply with healthcare policies and procedures.
Effectively trains staff about the safe use of medications and the possible side effects of medications used at Gemma Services.
Participates in health care staff development for all agency personnel.
Develops and maintains records as required by regulatory agencies.
Maintains all Joint Commission (TJC) Health Care Standards for the Residential Treatment Program; accurately records all information required for TJC indicators for the Health Care Management Committee (HCMC) and other committees.
Complies with Clinical Laboratory Improvement Amendments (CLIA) and all related training.
Maintains familiarity with each child so that their individual needs will be addressed in a timely manner; responds to each child’s physical health complaints in an appropriate time frame.
Works closely and collaboratively with Child Psychiatrists in receiving and implementing prescriptions and doctors’ orders; receives and implements external physicians’ prescriptions and doctors’ orders in a timely manner.
Works closely and collaboratively with the Information Technology Department and commercial pharmacy, in the implementation of the agency electronic prescription system.
Identifies reasons for medication errors and missed medications; makes corrections immediately; watches for trends of medication errors and missed medication; changes processes to address patterns.
Obtains and records in writing verbal orders authorizing physical restraints and conducts the physical assessment of the child within 60 minutes of the end of the restraint.
Supervises registered nurses, licensed practical nurses, medical drivers, and the healthcare administrative assistant.
Assists in the selection of new personnel as appropriate.
Makes provisions for the proper orientation and training of new personnel.
Reviews employee performance throughout the initial training period and on a regularly scheduled basis thereafter.
Organizes, schedules, and distributes work among assigned personnel.
Keeps personnel informed of pertinent policies and procedures affecting the department and/or their jobs; creates an atmosphere in which upward communication from employees is encouraged.
Administers personnel policies and procedures as established by organizational policy.
Develops, implements, and achieves annual goals and objectives as established in the Residential Programs Division’s annual operating plan.
Allocates department resources, e.g., human, financial, etc., toward tasks required to achieve goals and objectives.
Measures effectiveness and performance of the systems and people.
Develops resources, as appropriate, to improve efficiency and productivity.
Assists in the development of the annual budget and adheres to budget parameters.
Coordinates specific work tasks with other personnel within the department as well as with other departments and divisions to ensure the smooth and efficient flow of information.
Abides by the current laws and organizational policies and procedures designed and implemented to promote an environment which is free of harassment and other forms of illegal discriminatory behavior in the workplace.
Is knowledgeable and cooperates with, participates in, and supports the adherence to all internal policies, procedures, and practices in support of risk management and overall safety and soundness and the organization’s compliance with all regulatory requirements; participates in and completes all required training within stated training year.
Communicates with management and staff personnel to integrate goals and activities.
Responds to inquiries relating to their area, or to requests from other staff, etc., within given time frames and within established policy.
Manages email by regularly checking and responding to emails in a timely manner.
Monitors notifications across electronic health record and Gemma Services platforms for important messages and alerts.
Disseminates information by sharing relevant updates and communicating with team members to ensure everyone is informed and aligned.
Organizes tasks by prioritizing and organizing tasks based on deadlines, responsibilities, and communication.
Maintains records of all required documentation for reference and accountability.
Supports collaboration by facilitating communication between departments and colleagues, and participating in meetings or discussions as needed.
Performs tasks which are supportive in nature to the essential functions of the job, but which may be altered or re-designed depending upon individual circumstances.
