About The Position

The National Pollutant Discharge Elimination System (NPDES) Coordinator, under limited supervision, performs technical and administrative work in the development, administration, and implementation of Mount Pleasant’s NPDES Phase II Permit Program and associated operations which allow the Town to discharge storm water to waters of the State.

Requirements

  • Associates degree in Engineering, Environmental Science, Public Administration, or related field and/or two (2) years prior work experience
  • Or equivalent combination of education and experience
  • Valid South Carolina Driver’s License
  • Knowledge of computers
  • Knowledge of applicable federal, state, and local rules, regulations, and standards
  • Knowledge of Town procedures and practices.
  • Knowledge of applicable occupational hazards and safety precautions
  • Knowledge of water quality and stormwater hydrology
  • Skill in the use of verbal and written communication
  • Skill in the use of specialized software and database management programs
  • Ability to manage multiple tasks in a detailed and accurate manner
  • Ability to deal with members of the public in a tactful manner
  • Ability to read, analyze, interpret and apply regulations to Town activities
  • Ability to read, interpret, and communicate complex or technical concepts to the public and professionals
  • Ability to establish effective working relationships with employees, other agencies, professionals, and the public
  • Ability to learn new systems and programs in a fasted paced environment
  • Knowledge of wetland ecosystem structure and function
  • Ability to identify key characteristics of wetland ecosystems including flora, fauna, soils, hydrology, and other indicators.

Responsibilities

  • Assisting in the MS4 program day to day operation.
  • Development, implementation, coordination and administration of all the Town’s Stormwater water quality programs to ensure compliance with state mandated minimum control measures such as Public Education and Outreach, Public Participation, Illicit Discharge Detection and Elimination, Construction Management, Post-Construction Controls, and Municipal Good Housekeeping.
  • Performs administrative tasks, and at times field inspections or site visits to verify work being performed or to assist other NPDES/ Stormwater staff with program operations and special projects; conducts inspections, investigates potential violations relating to stormwater regulations.
  • Coordinates regulatory requirements for Town Asset Management and Capital Improvement operations and projects.
  • Assists with various data, records, and reports including regulations, educational materials, visual information with regards to drainage issues, as well as written and verbal technical and non-technical information from other departments, agencies, professionals, and the general public.
  • Prepares and/or processes various records and reports for and assists with annual reports to demonstrate to the State, compliance with the NPDES permit within given timeframes.
  • Works to prepare and disseminate various program elements, guidelines, and checklists; educational materials; tracking databases/spreadsheets; and budget projections for stormwater projects.
  • Assists with reviewing, communicating, coordinating, and administering program requirements including technical standards, operating procedures, ordinances, enforcement, and administration of program elements.
  • Conducts or participates in education and participation programs and projects as needed.
  • Functions as Web editor to coordinate and update stormwater webpages and programs on Town web sites and social media platforms.
  • Coordinates and schedules site inspections with Town staff; ensures compliance schedules are met.
  • Reports significant timelines, deadlines, and their requirements to the Stormwater Manager and others as directed.
  • Assists with various Town efforts in support of the NPDES Program Areas/Functions which include:
  • Public Education and Outreach Program: Assists with various training seminars and education programs for different audiences. Utilizes records to develop and complete annual reports.
  • Public Participation and Involvement: Assists with implementation of the Town’s Public Participation program. Develops and coordinates public outreach activities as outlined in the Town’s Stormwater Management Plan. Conducts or manages stormwater related public notice programs. Utilizes records to develop and complete annual reports. Attends and participates in meetings and works special events.
  • Illicit Discharge Detection and Elimination: Coordinates the stormwater inspection program for Town inspectors to detect and eliminate illicit discharges to the Town's municipal separate storm sewer system. Coordinates, receives, inspects, and tracks information on water quality complaints and illicit discharges. Communicates with the public, local, State and Federal agencies, and Town staff regarding these incidents. Receives reviews, analyzes, and reports on data from technical reports and makes recommendations for future work. Assists with completion of annual reports.
  • Construction and Post Construction Programs: Works with Town departments, local, State, and Federal agencies to coordinate the Town’s project review and inspection program for new and re-development construction. Reviews, approves, and maintains construction project documents such as application forms, design standards, plans, and as-built drawings. Communicates permitting, site issues, and engineering standards with professional engineers, departments, and regulatory agencies. Tracks new projects and manages project data, maintains project files, performs public notice activities, coordinates fee and fine tracking. Coordinates with NPDES inspectors to perform compliance inspections on construction sites and long-term site inspections and performs inspections when necessary. Manages post-construction inspections by system owners and Town inspectors. Utilizes records to develop and complete annual reports.
  • Good Housekeeping: Updates and implements specific operating procedures, employee training, and tracking and maintenance of records of Town activities specified in the Town’s Stormwater Management Plan and NPDES Permits for municipal operations and Good Housekeeping. Utilizes records to develop and complete annual reports. Conducts and coordinates inspections as necessary.
