Requirements

Post-secondary education in Environmental Science, Geoscience or Environmental Engineering or a relevant field, or the equivalent combination of education and/or related experience.
Considerable experience in the completion of Environmental Site Assessments, environmental investigations, excess soil requirements and application of remedial methods and/or applying the methods and techniques of Designated Substances, Hazardous Materials Surveys, and Abatement.
Experience in coordinating Environmental Projects.
Must possess and be able to maintain a valid Province of Ontario Class “G” Driver’s License.
Strong knowledge, experience and application of the Environmental Protection Act, the Occupational Health and Safety Act, associated regulations.
Knowledge of Microsoft Office including Word, Excel and Outlook and other applications such as Adobe.
Excellent verbal and written communication skills with the ability to communicate with all levels of management, internal/external clients, divisional and corporate staff
Excellent interpersonal skills and the ability to liaise effectively with others in a multidisciplinary team.
Good mathematic skills to track project status, costs and budgets.
Familiarity with Computer Aided Design and Drafting (CADD), and the ability to read and interpret construction drawings, specifications and contract documents.
Strong understanding of the Project Management Process and project coordination.
Thorough understanding of construction and environmental practices, materials and methodologies.
Ability to work independently, initiate, set priorities, plan, evaluate information and execute a variety of tasks in order to meet deadlines.
Ability to support the Toronto Public Services values to ensure a culture that champions equity, diversity and respectful workplaces.
Must be able to travel frequently to various City locations and have access to a vehicle to do so.

Responsibilities

Monitors and assesses environmental issues by conducting literature reviews and inspections to advise Senior Management on the potential impact of decisions and program changes, resources, strategies and administrative procedures.
Assists the Project Manager, with planning, implementing and development of work schedules for environmental projects.
Reviews reports, compiles and maintains reference files on environmental site assessments, audits and surveys, acts as a resource by identifying priorities for environmental issues and advises section staff including Project Managers, Manager and project members.
Develops and implements communication strategies and information requirement by analyzing stakeholders' needs.
Consults with City divisions, environmental groups, government officials, etc., in order to participate in environmental policy development and responds to divisions by providing information on environmental issues, legislation and City Policies.
Investigates and responds expeditiously to inquiries and/or complaints from project/program clients, staff, elected officials and the general public.
Coordinates the provision of information including Environmental Site Assessments, Record of Site Conditions, environmental investigations, asbestos surveys, designated substance surveys, and abatement of hazardous materials, designated substances and hazardous waste.
Drafts tenders, request for proposals, provides bid analyses and prepares reports.
Performs site inspections conducted by contractors, consultants and program inspectors. Issues field instructions, directs work on-site, and prepares progress reports. Ensures City policies, procedures, by-laws and regulatory requirements are followed.
Inspects and verifies that all installed materials meet approved standards and contract specifications.
Monitors contingency and contract budgets. Initiates instructions, change notices and change orders. Reviews progress, recommend progress draws for payment and reviews and submits invoices to finance.
Monitors program performance and tracks environmental compliance.
Provides technical guidance, instruction and expertise and gives feedback to program staff, contractors and consultants with respect to projects relating to the section. Ensures relevant policies, City By-Laws and Building Codes, etc. are followed.
Co-ordinates and attends site meetings and project team/client meetings.
Issues deficiency lists and prepares construction/project forms and documents. Follows up with contractors to complete deficiencies within a specified time frame and expedites warranty claims.
Co-ordinates commissioning and turnover of projects and ensures all required documentation is obtained.
Assists the project manager with obtaining and preparing environmental scope, specifications, drawings, estimates and project documentation.
Arranges inspections for total performance and certification and recommends final payment
Responds to environmental emergencies.
