About The Position

The Oregon Department of Transportation (ODOT) is seeking a Regional Environmental Coordinator for its Region 1: Portland Metro Technical Center in Portland. This role is crucial for ensuring the accomplishment of environmental objectives throughout the project development, construction, and maintenance phases of transportation projects. The coordinator will actively support a team of specialists responsible for all environmental activities related to transportation projects, contributing to ODOT's mission of providing a safe and reliable multimodal transportation system that connects people and helps Oregon's communities and economy thrive. Requirements

A bachelor's degree in environmental science, a physical science, a natural science, engineering, or a closely-related field AND three years of environmental analysis or resource project management experience, one year of which must have included research design and analysis.
Three additional years of environmental analysis or resource project management experience may substitute for the bachelor's degree.
A valid US driver license and an acceptable driving record.
Ability to drive as an essential function of the position.

Nice To Haves

Familiarity with Region 1: Portland Metro area local agencies’ transportation services and public works such as Portland, Gresham, Oregon City, Multnomah County, Clackamas County, Washington County.
A working knowledge of Federal Highway Administration (FHWA) National Environmental Policy Act (NEPA) procedures.
A working knowledge of environmental permits and clearances such as: Clean Water Act Sections 401, 402, 404, 408, 1200; National Historic Preservation Act Section 106; FHWA 4(f); and Land and Water Conservation Fund 6(f).
Excellent time management and communication skills.

Responsibilities

Coordinate environmental activities for complex projects with the Environmental Section of the Engineering & Technical Services Branch.
Represent the region in statewide environmental issues, focusing on compliance for Region 1’s local agency program.
Advise area and discipline managers, project managers, and members of ODOT’s local agency program on environmental matters.
Actively participate on project development teams, including the completion of the NEPA process for federally funded projects by developing project purpose and need, project alternatives, and environmental avoidance and minimization measures.
Support local agency project managers with scope definition for the permitting and compliance portions of consultant contracts.
Monitor projects for changes in scope and coordinate with environmental specialists to assist with resulting contract and work-flow modifications.
Coordinate with local, state, and federal agencies to obtain or support the procurement of environmental clearances for projects.
Write or provide oversight for the development of necessary Federal Highway Administration (FHWA) documentation to complete National Environmental Policy Act (NEPA) requirements for Categorical Exclusions.
Assist other NEPA staff with the development of Environmental Assessments and Environmental Impact Statements, as well as the permitting portions for these larger projects.
Assist other ODOT staff with scoping the environmental portions of the Region’s project portfolio.
Write or provide oversight for the development of assessments that evaluate and propose resolutions for environmental impacts and constraints on projects, documenting them in environmental prospectuses (part 3).
Monitor, review, and maintain quality control/quality assurance of environmental prospectuses, clearances, and NEPA documents prepared by ODOT staff, local jurisdictions, and consultants.
Provide environmental compliance support for construction and maintenance activities.
Assist in developing solutions consistent with the agency’s strategic direction.
