About The Position

The Naval IT Portfolio Manager will manage the delivery of advanced digital solutions, guiding the development of a project roadmap, establishing project milestones, and implementing metrics to track progress. This role involves providing technical support, administrative support, and subject matter expertise to ensure the successful alignment and compliance of an IT portfolio with current and emerging Naval IT strategies, policies, and business rules. The position requires working in a dynamic environment to bring people together to make a tangible difference in transforming the future of digital platforms.

Requirements

  • 3+ years of experience performing research and record maintenance of complex technical and scientific applications, systems, data, and databases identified in the Department of the Navy (DON) Application and Database Management System (DADMS) and DoD IT Portfolio Repository-DON (DITPR-DON).
  • 3+ years of experience providing technical and administrative support to address emergent IT policy and strategy regarding applications, systems, data, and databases.
  • Experience communicating clearly with Echelon I and II representatives as necessary to maintain comprehension of IT portfolio management business rules and policies for applications, systems, and databases.
  • Ability to provide technical guidance on technical and scientific applications, systems, and their data and databases, as well as emerging policy on DoW technology or policy being embraced such as cloud migration, DevSecOps, and application modernization.
  • Secret clearance.
  • HS diploma or GED.
  • DoW 8140.03 compliant Cybersecurity Certification.

Nice To Haves

  • Experience with IT applications and data related to meteorology, oceanography, or environmental intelligence.
  • Bachelor’s degree in a Science, CS, Cybersecurity, or related field.

  • Create functional area analysis reports, strategy documents, and briefings suitable for Echelon I and II presentations.
  • Communicate clearly with Echelon I and II representatives to maintain comprehension of IT portfolio management business rules and policies.
  • Provide technical guidance on technical and scientific applications, systems, and their data and databases.
  • Provide technical guidance on emerging DoW technology or policy being embraced such as cloud migration, DevSecOps, and application modernization.
