About The Position

DecisionPoint seeks a Mission Liaison / Requirements Analyst to support accession-processing requirements involving the Defense Health Agency (DHA), Defense Manpower Data Center (DMDC), and other federal and Department of Defense stakeholders for the USMEPCOM ENLIST program. The role works with Government mission owners, agency representatives, users, business analysts, software teams, testers, trainers, and other technical personnel to translate mission needs and business rules into actionable software requirements. The analyst elicits and documents requirements, develops user stories and acceptance criteria, and maintains traceability throughout the software-development lifecycle. The role also supports sprint demonstrations, user acceptance testing, feedback triage, training updates, user guidance, and release-readiness activities. The position is remote, with Chicago-area candidates preferred. Applicants acknowledge and consent to having their resumes included in an active competitive government contract bid.

Requirements

Active Secret clearance or higher.
Bachelor’s degree in information systems, business, or a related field, or an equivalent permitted by the applicable labor category.
At least six years of relevant professional experience.
Experience eliciting, analyzing, documenting, validating, and maintaining business or system requirements.
Experience developing and refining user stories and acceptance criteria.
Experience maintaining requirements traceability across the software-development lifecycle.
Experience working with mission stakeholders, users, developers, testers, trainers, and other cross-functional delivery personnel.
Ability to analyze complex workflows and translate operational needs and business rules into clear, testable requirements.
Ability to support backlog refinement, sprint demonstrations, user acceptance testing, and feedback triage.
Ability to develop clear process documentation, requirements artifacts, user guidance, and stakeholder communications.
Strong written, verbal, facilitation, analytical, and organizational skills.
Ability to manage multiple requirements, stakeholder inputs, dependencies, and action items in a structured delivery environment.

Nice To Haves

Business analysis or Agile certification, such as CBAP, PMI-PBA, ECBA, CSM, PSM, SAFe certification, or an equivalent credential.
Experience supporting military accession processing, recruiting, personnel processing, medical qualification, personnel-data exchange, or related DHA or DMDC workflows.
Experience supporting another highly regulated, rules-driven, or audit-sensitive operational workflow.
Experience coordinating requirements across multiple federal or Department of Defense agencies.
Experience supporting federal or Department of Defense software-development or modernization programs.
Experience maintaining a Requirements Traceability Matrix and connecting requirements to test cases, defects, training materials, and release artifacts.
Experience developing or updating user guides, job aids, release notes, training materials, or related operational documentation.
Familiarity with Jira, Azure DevOps, Confluence, SharePoint, or comparable requirements and collaboration platforms.
Familiarity with Agile, DevSecOps, systems-engineering, and secure software-development practices.
Knowledge of user acceptance testing, defect triage, release readiness, data-interface dependencies, and change-management processes.

Responsibilities

Engage DHA, DMDC, USMEPCOM, and other Government stakeholders to understand accession-processing needs, agency interactions, workflows, constraints, and business rules.
Elicit, analyze, document, validate, and maintain functional and mission requirements.
Translate operational needs, agency requirements, and business rules into user stories, use cases, process flows, and acceptance criteria.
Work with mission owners, agency representatives, product stakeholders, developers, testers, and trainers to clarify requirements and resolve questions.
Maintain the Requirements Traceability Matrix (RTM) and trace mission needs, requirements, user stories, acceptance criteria, test cases, defects, training materials, and released capabilities.
Support backlog refinement and assess user stories for clarity, completeness, testability, dependencies, and readiness.
Identify conflicting agency requirements, workflow gaps, interface dependencies, risks, and unresolved stakeholder decisions.
Coordinate requirements and business rules that affect data exchanges, interagency workflows, system interfaces, and external dependencies.
Support sprint planning, reviews, demonstrations, retrospectives, and other Agile delivery activities.
Prepare mission stakeholders and users for sprint demonstrations and capability reviews.
Capture demonstration feedback and translate approved changes into requirements, user stories, backlog updates, or action items.
Support user acceptance testing by developing acceptance criteria, reviewing test scenarios, coordinating user participation, and documenting results.
Triage user feedback, defects, enhancement requests, and operational concerns with Government and technical teams.
Verify that delivered capabilities satisfy approved requirements and documented acceptance criteria.
Support updates to user guides, job aids, training materials, release notes, and other user-facing documentation.
Coordinate with training personnel to ensure materials accurately reflect approved workflows and released functionality.
Assist with release-readiness activities, operational validation, and communications to affected agencies and mission stakeholders.
Prepare meeting materials, briefings, decision papers, workflow documentation, meeting minutes, and status reports.
Maintain organized and accurate requirements artifacts in Government-approved repositories and collaboration platforms.
Support continuous improvement of requirements-management, traceability, interagency coordination, user-feedback, and acceptance processes.
