About The Position

The Vermont Military Department is seeking a Conservation Program Manager to join a team of professionals managing Vermont Army National Guard properties and facilities across the State of Vermont. This position is primarily based at Camp Johnson in Colchester and is responsible for all aspects of environmental conservation. Key responsibilities include natural resource management and the development of Integrated Natural Resource Management Plans, monitoring and tracking threatened and endangered species, completing National Environmental Policy Act (NEPA) documentation, mapping and monitoring wetlands, applying forestry principles and practices, and managing wildland fire prevention and response. The role requires effective written and verbal communication with management, state and federal agencies, peers, federal civilian employees, and US military service members. Candidates must possess considerable knowledge of relevant laws, regulations, policies, and technologies; the ability to read design drawings and site plans; proficiency in planning, administering, and analyzing natural resources inventory data; knowledge of land administration, environmental management, wildlife management, and conservation principles; public speaking skills; basic knowledge of Geographic Information Systems software and mapping tools; Incident Qualification System (red card) certification with the ability to maintain qualifications for the wildfire program; and the ability to operate various vehicles and equipment, including obtaining chainsaw operator certification.

Requirements

  • Considerable knowledge of the laws, regulations, rules, policies and technologies of assigned programs.
  • Ability to read and understand design drawings and site plans for construction.
  • Ability to plan, administer, and analyze natural resources inventory data.
  • Considerable knowledge of the principles and practices of land administration, environmental management, methods of wildlife management, and conservation.
  • Ability to speak effectively in public forums, including formal hearings and court proceedings.
  • Basic knowledge of Geographic Information Systems software and other mapping tools.
  • Incident Qualification System (red card) certification and able to maintain health and physical qualifications to manage wildfire program.
  • Ability to operate any type of all-terrain vehicles, trucks, type 6&7 fire engines, and obtain chainsaw operator certification.
  • Master's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND four (4) or more years of experience in a natural resources field.
  • OR Bachelor's degree in natural resources, environmental science, biological-life, physical science, or engineering and five (5) years at a professional level in a natural resources, conservation or environmental field
  • Must be able to pass Department of War screening and background check to obtain and maintain a Common Access Card (CAC).
  • Possess or obtain within 6 months the National Wildland Fire Coordinating Group “Red Card” or Incident Qualification Card, and complete annual refresher course.
  • Must be able to pass physical fitness test.
  • Possess or obtain within 1 year, the DoD Pest Management QAE/IPMC qualification course.

Responsibilities

  • Natural Resource Management and development of Integrated Natural Resource Management Plans
  • Monitor, survey, and track state and federal threatened and endangered species
  • Complete National Environmental Policy Act (NEPA) documentation including Records of Environmental Consideration, Categorical Exclusions, Environmental Assessments, and Environmental Impact Statements.
  • Mapping and monitoring wetlands
  • Broad range of forestry principles and practices applicable to forest management, stewardship, protection, and utilization.
  • Wildland fire prevention and response.
