About The Position

Gainwell Technologies is seeking a Medicaid Technology Program Manager to lead the planning, governance, and delivery of the Wisconsin Medicaid modifications portfolio. The role oversees a complex portfolio of system enhancements and modernization initiatives, ensuring they are prioritized, staffed, governed, and delivered in alignment with client expectations, contractual commitments, and organizational objectives. As a member of the Wisconsin leadership team, the Program Manager serves as a key liaison between Wisconsin DHS, account leadership, project management teams, and business stakeholders. The role provides strategic direction, portfolio oversight, financial stewardship, resource planning, and executive-level communication to drive successful outcomes across the modification portfolio. The position offers the opportunity to work remotely, with travel up to 10%.

Requirements

Bachelor's degree in Business, Information Technology, Healthcare Administration, Project Management, or a related field.
At least 5 years of experience in program, portfolio, project, or delivery management within a complex technology environment.
At least 5 years of leadership experience overseeing cross-functional teams and large-scale initiatives.
Experience managing multiple concurrent projects, budgets, and stakeholder groups.
Experience presenting to and partnering with executive-level clients and leadership teams.
Strong knowledge of portfolio management, governance, resource planning, forecasting, financial oversight, and risk management.
Experience with software development and systems delivery lifecycles.
Ability to influence and collaborate across business, operational, and technical organizations.

Master's degree.
Experience supporting Medicaid, MMIS, healthcare payer, government technology, or other regulated public-sector programs.

Responsibilities

Lead the Wisconsin modifications portfolio from intake through implementation, ensuring initiatives meet scope, schedule, budget, and quality expectations.
Establish and improve portfolio governance processes, prioritization frameworks, intake workflows, performance metrics, and reporting standards.
Partner with Wisconsin DHS and Gainwell leadership to define priorities, delivery commitments, and portfolio roadmaps.
Monitor portfolio health, risks, dependencies, resource capacity, and delivery performance; drive issue resolution and escalation management.
Review and validate project estimates, staffing plans, schedules, and delivery commitments across concurrent initiatives.
Oversee modification-related budgeting, forecasting, invoicing, and financial performance.
Manage cross-project and cross-vendor dependencies and address impacts to scope, schedule, budget, and implementation commitments.
Deliver executive-level reporting and recommendations to client and organizational leadership.
Lead and mentor team members responsible for governance, reporting, forecasting, and financial administration.
