About The Position

LA28 is seeking a strategic, highly organized, and collaborative Manager, Talent Programs to lead the implementation and operational management of enterprise talent initiatives that support organizational priorities and employee experiences throughout the LA28 journey. This role serves as the program management lead for a portfolio of talent programs and strategic initiatives, coordinating cross-functional stakeholders, managing timelines and deliverables, tracking outcomes, and ensuring successful execution. The Manager, Talent Programs will translate strategy into action by overseeing program operations, supporting pilot initiatives, managing participant experiences, and helping scale talent programs as organizational needs evolve. The ideal candidate combines strong program management expertise with exceptional organizational skills, stakeholder management capabilities, and the ability to navigate ambiguity in a fast-paced and evolving environment. This position reports to the Vice President, Talent Management.

Requirements

  • Bachelor’s degree in Human Resources, Organizational Development, Business Administration, Education, Public Administration, Communications, or a related field, or an equivalent combination of education and professional experience.
  • Minimum 5+ years of experience in program management, talent management, career services, organizational development, human resources, higher education, consulting, nonprofit program management, or a related field.
  • Demonstrated ability to navigate ambiguity, establish structure and processes, and drive initiatives from concept through execution in a fast-paced environment.
  • Demonstrated experience leading complex, cross-functional programs from planning and implementation through evaluation and continuous improvement.
  • Strong project management skills with the ability to manage competing priorities, coordinate stakeholders, and drive execution against key milestones and deadlines.
  • Strong stakeholder management skills with the ability to build relationships, influence without direct authority, and effectively navigate complex organizational environments.
  • Experience developing executive-level presentations, reports, and communications.
  • Strong analytical, organizational, and problem-solving skills.

Nice To Haves

  • Experience working with educational institutions, nonprofit organizations, community organizations, career services organizations, or public sector partners to develop or deliver talent-focused programs is a plus.
  • Experience supporting talent, career development, employee experience, or talent pipeline initiatives is preferred.

Responsibilities

  • Lead the implementation and day-to-day management of strategic talent initiatives and programs.
  • Develop and manage project plans, timelines, milestones, governance structures, and success measures.
  • Manage participant-focused talent programs and initiatives, including coordinating program operations, communications, logistics, stakeholder engagement, and participant experience activities.
  • Drive activities across multiple stakeholders to ensure timely and effective program execution.
  • Identify risks, dependencies, and resource needs and develop mitigation strategies.
  • Support the scaling and continuous improvement of talent programs as organizational needs evolve.
  • Translate talent strategies into executable workplans, processes, and operational plans.
  • Support the prioritization, development, and implementation of initiatives designed to strengthen talent pipelines, employee experiences, career pathways, and long-term organizational goals.
  • Oversee pilot programs, new initiatives, and special projects within the Talent Management function.
  • Create and maintain project documentation, implementation plans, and operating procedures to support program sustainability.
  • Drive accountability for key milestones, deliverables, and stakeholder commitments.
  • Serve as a primary point of coordination among internal teams, external organizations, educational institutions, community partners, and other stakeholders.
  • Facilitate planning meetings, working sessions, and stakeholder engagements.
  • Develop communications, presentations, reports, and executive-ready materials.
  • Ensure alignment across multiple workstreams and stakeholders while maintaining a positive participant experience.
  • Build and maintain strong relationships that support program success and future opportunities.
  • Establish and maintain program tracking mechanisms, dashboards, and reporting processes.
  • Monitor participation, outcomes, and effectiveness metrics.
  • Analyze feedback and data to identify trends, opportunities, and recommendations for improvement.
  • Prepare regular updates and recommendations for leadership.
  • Support evaluation efforts to ensure programs deliver measurable impact and align with organizational goals.

Benefits

  • The annual base salary range for this position is $88,000 - $115,000.
  • LA28 does not provide relocation assistance.
