About The Position

Trans Mountain Corporation operates Canada’s only pipeline system transporting oil products to the West Coast. We deliver approximately 890,000 barrels of petroleum products each day through a dual pipeline system of more than 1,150 kilometres of pipeline in Alberta, British Columbia and Washington state. Trans Mountain also operates a state-of-the-art loading facility, Westridge Marine Terminal, with three berths providing tidewater access to global markets. Trans Mountain is seeking a collaborative, motivated, and values-driven individual to join our dynamic team as Manager, Talent Programs. This role will support the design and lead the implementation, delivery, and continuous improvement of enterprise talent and culture programs that strengthen the talent pipeline, build workforce capability, support leadership effectiveness, and advance long-term talent management objectives. The position leads the Talent Programs team in the coordination and delivery of critical employee programs including succession planning, talent assessments, employee and career development, leadership development, leadership forums, mentorship, early-career pathways, annual performance management, performance enablement, culture initiatives, and specialized talent programs and training, while ensuring alignment with business priorities, established talent strategies, governance frameworks, and evolving workforce needs. Reporting to the Director, Talent Acquisition & Programs, the Manager will work closely with business leaders, HR partners, and other internal stakeholders to deliver scalable, data-informed, and inclusive programs that create measurable value for employees, leaders, and the organization.

Requirements

  • Bachelor’s degree in Human Resources, Business, Organizational Development, or related field; Master’s degree and Chartered Professional Human Resource (CPHR) designation is an asset.
  • 10+ years of experience in developing and delivering HR programs, talent management, leadership development, learning and development, or related roles, with a minimum of 5+ years in a leadership capacity and experience leading teams, programs, or project-based resources.
  • Collaborative and supportive leader with a passion for mentoring, coaching, developing talent, fostering teamwork, and guiding others through difficult conversations with empathy, tact, diplomacy, and discretion.
  • Experience supporting the design and delivery of enterprise-wide talent programs.
  • Strong program management skills with ability to lead multiple concurrent initiatives.
  • Skilled in stakeholder engagement and supporting senior leader discussions.
  • Experience supporting the development, implementation, and continuous improvement of career development frameworks, governance processes, tools, and program materials for talent assessments, career development, annual performance management, leadership development, and culture-related programs.
  • Data literacy and ability to assess program effectiveness.
  • Familiarity with HR technologies, talent analytics, and modern talent development methodologies.
  • A consistent track record of delivering high‑quality work, attention to detail, and managing competing priorities.
  • Demonstrated ability to drive results against defined success outcomes, with a strong continuous improvement mindset.
  • Demonstrated ability to work effectively with colleagues and stakeholders from a variety of backgrounds and levels across the organization.
  • Excellent communication skills, with the ability to convey information clearly, respectfully, professionally, and with sound judgment in both routine and high-stakes situations.

Responsibilities

  • Execute a portfolio of programs and initiatives aligned with the multi-year talent strategy and organizational goals.
  • Support the design and lead the implementation of new programs, including employee engagement, culture, early-career, leadership, talent assessments, and diversity pathways, based on workforce planning needs.
  • Evaluate existing programs for effectiveness, scalability, and alignment with talent priorities.
  • Contribute to the development of talent frameworks and maintain, tools, templates, and processes that support consistent enterprise approaches to performance, succession, career development, leadership development, and culture alignment.
  • Lead the delivery of culture-related programs and resources that reinforce Trans Mountain’s values, leadership expectations, and desired organizational behaviours.
  • Support the planning and delivery of enterprise leadership forums and talent discussions, including agenda development, materials preparation, facilitation support, follow-up actions, and alignment to established talent priorities.
  • Integrate modern HR approaches including skills-based development, learning pathways, and assessment methods.
  • Manage program calendars, communications, logistics, and stakeholder coordination.
  • Ensure programs deliver a consistent, high-quality participant experience.
  • Manage the annual performance management program cycle, including process coordination, design, communications, leader and employee support materials, calibration support, and continuous improvement recommendations.
  • Track key metrics such as performance outcomes, and diversity representation.
  • Use data to recommend enhancements and demonstrate program impact.
  • Conduct evaluations, feedback loops, and post-program reviews to refine future offerings.
  • Maintain consistent program documentation, standards, tools, and implementation processes in alignment with established governance frameworks.
  • Ensure programs comply with organizational policies, regulatory requirements, accessibility, and employment equity commitments.
  • Create scalable processes and tools that drive consistency across the organization.
  • Support leaders and HR business partners in applying talent planning, early-career hiring, and internal mobility programs in alignment with established talent strategies.
  • Provide program-level subject matter expertise on talent development trends, practices, and implementation considerations.
  • Build awareness of programs through internal communications and change-management support.
  • Lead, coach, and develop a team, including Talent Program Advisors and an Administrative Assistant, ensuring clear priorities, effective workload management, strong service delivery, and alignment with HR and enterprise objectives.
