About The Position

This job posting is for an existing vacant position. The role is responsible for the execution of pricing and reimbursement strategies for assigned products. This includes developing public and private payer value propositions, comprehensive value dossiers for regulatory bodies and payers, health economic (HE)/health outcomes (HO) studies, Budget Impact Analyses (BIAs), and pricing and contracting initiatives/business cases for Product Listing Agreements (PLAs). The Senior Manager role is responsible for the development and implementation of the National pricing and reimbursement / health technology assessment (HTA) strategy to secure optimal reimbursement levels for assigned products at approved public list prices and confidential net prices. Both positions are based in the Burlington, Ontario office and are flexible, requiring employees to be in the office a minimum of 50% of the time each month and to report to the office when requested by their Manager/Department.

Requirements

  • Graduate degree (i.e., Masters or PhD) in Health Economics or equivalent area (degree may be ongoing)
  • Minimum 2 years experience in the pharmaceutical or healthcare industry
  • Understanding of the requirements for HTA, Provincial and Private payor submissions is an asset
  • Must possess a strong ability to perform, interpret and critically assess health-economic models and budget impact analyses
  • A strong ability to critically assess medical and evidence-based outcomes literature
  • A thorough and current understanding of the reimbursement environment within the provinces and across Canada
  • Must be a creative individual that can work well in cross functional teams
  • Strong oral and written communications skills

  • Minimum 5+ years experience in the pharmaceutical or healthcare industry, including minimum of 3+ years in a role leading.

Responsibilities

  • Assist in the overall development of the National reimbursement strategy, ensuring that the outputs incorporated into the strategy are reflective of a deep understanding of customer/HTA needs.
  • Assist in the development, completion, submission and review process management of all components of value dossiers (submissions) to the various health technology assessment groups in Canada (i.e., CDR, pCODR, INESSS), Public and Private Payors with the goal of securing positive (optimal) reimbursement recommendations that result in timely reimbursement for assigned products.
  • In collaboration with the External Affairs Managers, develop and deliver drug submissions (tailored where appropriate) to private payors so as to secure optimal access to all available plans.
  • Assist in the collation of product/therapeutic/disease information when requested by CADTH, HTA agencies or provincial drug plans (e.g., for therapeutic class reviews).
  • Develop pricing submissions to the PMPRB.
  • Responsible for implementation of product specific pricing strategy and tactics; development of comprehensive HTA and reimbursement submission dossiers, including clinical summaries, product specific economic model and provincial budget impact models; interpretation and utilization of health economic and outcomes related studies.
  • Lead development of the National pricing and health technology assessment (HTA) strategy in collaboration with Regional Market Access, Medical Affairs and Marketing. Ensure that corporate priorities and regional complexities are fully aligned with and appropriately reflected in the reimbursement strategy; ensure that the outputs incorporated into the strategy are reflective of a deep understanding of patient, clinician, payer, and Health and Technology Assessment organizations' needs.
  • Lead the development, review, approval, completion and submission process of all components of value dossiers (submissions) to the various HTA groups in Canada (i.e., CDA-AMC, INESSS) and private payers. With the goal of securing positive reimbursement from public and private payers, reflecting the clinical and economic evidence available, that result in timely product listings.
  • Lead the development and approval of required Product Listing Agreement concepts and supporting business case in collaboration with Regional Market Access. Support and participate in the negotiation of product listing negotiations as required.
  • Lead the internal launch price strategy, recommendation and approval process (including PMPRB), securing corporate/area management approval and ensuring alignment of internal stakeholders (Regional Market Access, Marketing, Executive).
  • Respond to questions on a product, therapeutic area, disease, or economic information when requested by HTA organizations and/or public and private drug plans.
