About The Position

Metrolinx is connecting communities across the Greater Golden Horseshoe and operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system. This role is an in-office position based at our 20 Bay Street location. Our team is highly collaborative, and much of our work benefits from in-person co-creation, relationship-building, and hands-on partnership with leaders across the organization. Our Operational Readiness & Performance Office is seeking a Manager, Operational Readiness. This role will be responsible for implementing operational readiness for the GO&UPE Operations division. It ensures readiness is achieved in a planned and measured way. It provides people management for a diverse team of professionals, including program, change, and customer experience specialists.

Requirements

  • Completion of an undergraduate degree in Engineering, Business, or a related field, or an equivalent combination of education, training, and experience.
  • Progressive experience leading complex program, project, and organizational change initiatives, preferably within a public sector or similarly complex environment.
  • Strong understanding of operational environments (e.g., transit or service-based operations) to ensure change and readiness deliverables are practical and fit for purpose.
  • Demonstrated expertise in change management principles, methodologies, and practices, with a solid understanding of how individuals and organizations move through change.
  • Experience conducting business process analysis and capacity planning to identify best practices, service improvements, and organizational impacts.
  • Proven ability to manage enterprise-wide initiative pipelines, balancing priorities, resources, timelines, and dependencies.
  • Strong stakeholder, relationship, and engagement skills, including the ability to influence, negotiate, and collaborate with diverse internal and external partners.
  • Demonstrated leadership experience providing coaching, facilitation, and advisory support to leaders and teams within matrix and cross-functional environments.
  • Excellent analytical, problem-solving, planning, and organizational skills, with the ability to manage multiple priorities and navigate ambiguity with minimal oversight.
  • Highly effective oral, written, and presentation communication skills, including experience preparing reports, briefings, work plans, and executive-level materials.

Responsibilities

  • Leads a structured readiness management approach which involves judging impacts to the operational side of GO&UPE Operations by assessing the release and sustainment of capital delivery, and other operational initiatives, change among all stakeholders impacted.
  • Accountable to GO&UPE leaders and teams for integrating readiness initiatives into their workflow with minimal disruption to the business.
  • Manages the implementation of readiness best practices, methodologies, governance, and performance management for program, change and coordination services to ensure goals are met and business users are satisfied.
  • Creates and delivers compelling communication tools and materials on readiness initiatives to prime GO&UPE Operations for entry into service while addressing the impacts of change on programs, projects, and groups of individuals.
  • Develops and executes readiness plans through stakeholder engagement, communication, coaching, and coordination of organizational transition activities with groups external to GO&UPE – across the broader enterprise.
  • Acts as the integrator and communication focal point for all readiness streams; ensure completeness of the overall readiness management plan with timely and actionable feedback to the Readiness Leads.
  • Leads the readiness process by delivering process and utilization training and guidance to user groups; implements the integrated readiness management plan.
  • Responsible for establishing strategies, methodologies, and tools to achieve readiness and enter service and looks for trends to guide readiness activities on future projects.
  • Reduces the impacts of readiness fatigue across the division by managing the pipeline and release of initiatives in the business.
  • Provides formal and informal readiness coaching to initiative owners and readiness streams.
  • Builds and manages the pipeline of readiness initiatives and determines when the business has the optimal capacity to initiate readiness in GO&UPE Operations – creates and manages a schedule of readiness programs.
  • Analyzes complex information, uncovers trends, provides data-driven insights and conducts strategic initiatives to inform business actions and drive performance.
  • Gathers information on initiatives that will impact Operational readiness and proactively plans the timing of readiness program initiation.
  • Proactively identifies issues and risks and recommends and delivers appropriate plans/strategies to mitigate risks, including oversight and communication of new initiatives.
  • Develops, maintains, and implements program risks and issues or RAID management standards, processes, and practices in alignment with the readiness management framework.
  • Represents the interests of GO&UPE senior leaders in readiness initiatives that will impact the business and proactively informs leaders in a professional, personable, and proactive way.
  • Actively contributes to and participates in governance committees as required to provide readiness management, workload and delivery input for prioritization and resourcing decisions.
  • Manages readiness processes and communications for all stakeholders and participants; ensures an appropriate level of messaging accompanies the release of initiatives from other parts of the enterprise that are tailored to GO&UPE needs.
  • Directly manage a team of professionals, providing leadership, oversight, and guidance in strategy aligned with business planning, change implementation, communications and delivering readiness over time and indirectly supports an adjacent team by providing guidance and feedback.
  • Deals with unexpected changes to deadlines, tight time pressures and conflicting work demands and priorities from multiple contacts/clients.
  • Require to travel throughout the Toronto area and be available outside of regular office hours to maintain business relationships and address issues as they arise. The position will also be required to visit a transit operating environment, including train facilities and track alignment above and below grade. PPE IS REQUIRED whilst at the work site.
