About The Position

Elizabethtown Community & Technical College is seeking a Manager II to lead the Workforce Innovation and Credential Attainment Institute (WICAI) project. The role designs, implements, administers, supervises, and evaluates the WICAI grant, which is federally funded and budgeted until September 30, 2031. The position is based on-site at Elizabethtown CTC in the Workforce Solutions department.

Requirements

Bachelor’s degree required.
Three years of experience designing, implementing, and managing similar projects or grants.
Strong interpersonal communication skills and ability to work with multiple constituents, including college administrators, employers, and economic development agencies.

Nice To Haves

Master’s degree, preferably in education, technical education, business, and/or leadership.
Experience supervising and administering grants and personnel.
Experience with federal grant regulations and Cost Circulars.
Practical knowledge of education programs in science, technology, engineering, and mathematics.
Experience as a trainer or instructor, with the ability to deliver prepared curriculum.
Experience working with rural and economically challenged populations.

Responsibilities

Facilitate development and implementation of the grant’s programmatic, fiscal, and staffing aspects to meet objectives and comply with federal regulations.
Develop and maintain relationships with employers, economic development personnel, community leaders, and other relevant stakeholders.
Administer and manage the budget in accordance with college policy and U.S. Department of Education requirements and regulations.
Conduct an annual risk assessment.
Develop budgets, authorize expenditures, and oversee procurement reconciliation.
Hire, supervise, train, and evaluate program personnel.
Plan, coordinate, organize, and implement all aspects of the project.
Assist in identifying and developing educational pathways, and assess curriculum implementation and outcomes.
Design, implement, assess, and report program evaluation outcomes.
Ensure delivery of training associated with the project and, when needed, perform as an instructor.
Handle routine departmental operational details, including secretarial, clerical, and office management functions as necessary.
Facilitate dissemination of project information throughout the target area.
Perform other duties as assigned by the supervisor.
