About The Position

The Cloud Operations Manager is responsible for the administration, support, optimization, governance, and automated provisioning of cloud-based platforms and infrastructure used by the organization, including overall operational accountability for enterprise identity and access management (Microsoft Entra ID). This position provides operational oversight for Infrastructure and Platform as a Service (IaaS/PaaS) environments, including AWS, Azure, and related public cloud ecosystem tools. The Cloud Operations Manager ensures cloud services are secure, available, reliable, scalable, and aligned with organizational needs. This position serves as a technical lead for cloud operations, coordinates with internal teams and vendors, and works under the general supervision of the Deputy CIO. The Cloud Operations Manager is expected to monitor service health, manage changes, resolve incidents, support lifecycle management, and implement improvements that strengthen performance and efficiency.

Requirements

Associate’s Degree in Information Technology, Information Sciences or a related discipline, Bachelor’s Degree is preferred
A minimum of five (5) years in cloud administration, systems administration, enterprise Application support, or related IT operations
Experience supporting a complex business, agency or enterprise environment with multiple shifting priorities
Knowledge of public cloud architecture, landing zones, cloud networking (VPCs/VNets, VPNs, ExpressRoute/DirectConnect), and hybrid cloud routing
Knowledge of Infrastructure as Code (IaC) tools, cloud governance models, and FinOps practices
Knowledge of cloud administration, support, governance, and service management practices
Knowledge of backup, recovery, and continuity concepts for cloud-based systems
Knowledge of change management, incident response, and service desk processes
Skill in cloud automation using scripting or configuration management tools (e.g., Python, PowerShell, Terraform, Ansible)
Skill in administering and governing Microsoft Entra ID, including Conditional Access, RBAC, Managed Identities, Identity Protection, single sign-on (SSO), and hybrid identity synchronization
Skill in troubleshooting cloud applications, user access issues, and service disruptions
Skill in communicating technical information clearly to both technical and non-technical audiences
Skill in analyzing cloud usage, performance, and cost trends
Skill in preparing clear documentation and operational instructions
Skill in working collaboratively with vendors, staff, and leadership
Ability to manage multiple priorities and respond effectively to urgent issues
Ability to maintain confidentiality and protect sensitive information
Ability to work independently and take initiative
Ability to support occasional off-hours activities as needed

Nice To Haves

Experience supporting AWS, Azure, GCP, or similar public cloud platforms preferred
Experience with vendor coordination, troubleshooting, and operational support preferred
Certifications in AWS Certified Solutions Architect or Microsoft Certified: Azure Administrator are preferred
Previous lead or supervisory experience is preferred

Responsibilities

Administer and support cloud-based services and platforms, including AWS, Azure, and underlying IaaS/PaaS services
Serve as the operational owner and primary accountable lead for Microsoft Entra ID, overseeing enterprise IAM, subscription governance, identity federation, and service lifecycle management
Monitor cloud service availability, performance, alerts, and security events, and respond to incidents or outages
Troubleshoot and resolve complex cloud service issues, coordinating with vendors and internal stakeholders as needed
Implement and maintain cloud operational procedures, standards, documentation, and support processes
Support cloud security baseline administration, including role-based access (RBAC), cloud identity federation, landing zone maintenance, and zero-trust security controls
Coordinate with Cloud Architect to evaluate cloud usage, licensing, consumption, and costs, and implement optimization opportunities
Coordinate cloud-related change management, upgrades, patches, testing, and release activities
Support backup, recovery, continuity, and resiliency planning for cloud-based services
Maintain monitoring, logging, alerting, and reporting for cloud platforms and services
Drive Infrastructure as Code (IaC), cloud automation (e.g., Terraform, Bicep, ARM), deployment pipelines (CI/CD), and continuous process improvements
Work with security staff to ensure cloud environments follow applicable policies, controls, and compliance requirements
Serve as a point of contact for cloud vendors and assist with contracts, service issues, and implementation activities
Prepare and maintain technical documentation, including runbooks, procedures, diagrams, and operational guides
Provide guidance and direction to staff or project team members involved in cloud support activities
Participate in after-hours support or planned maintenance as needed
Performs other duties as assigned
Leads and coordinates team efforts, leveraging individual strengths and technical expertise to ensure timely and high-quality delivery of responsibilities
Oversees daily operations, including scheduling, timecard approval, leave management, and workload distribution to maintain operational continuity
Serves as the technical escalation point for resolving complex cloud environment issues that require advanced troubleshooting and decision-making
Provides mentoring, coaching, and professional development opportunities, fostering a collaborative and growth-oriented team culture
Proposes and supports strategic initiatives that contribute to team efficiency, service improvement, and alignment with organizational goals
Communicates operational updates and potential changes to staff, peers, and leadership, ensuring transparency around impacts to schedules, staffing, and deliverables
