About The Position

This position serves as a Management and Program Analyst. If selected at the GS-13 level, duties will be performed in a developmental capacity. The role involves leading Task Force Support Office’s (TFSO) Human Capital Program strategy development and implementation, overseeing the alignment of human resource assets with organizational plans and operations. The analyst will act as the senior policy advisor to the Support Division Chief and TFSO Director, supporting the overall personnel management and administration of human capital goals and objectives. This includes addressing complex administrative and human capital management issues such as workforce development, succession planning, quality of work life, resource allocation (financial and human), research portfolios, and the TFSO Director’s priorities. The position also involves performing short and long-range planning and development of organizational strategies related to administrative operations, recruitment and staffing, budgets, operating plans, and organizational structure. Additionally, the analyst will research and investigate new or improved business and management practices for application and develop management and/or program evaluation plans, procedures, and methodology.

Requirements

  • Must be a U.S. citizen
  • Required to obtain and maintain a Top Secret clearance with access to SCI and SAPs
  • Submitting to background checks as a condition of employment and/or continued access to Special Access Programs
  • Males born after 12-31-59 must be registered or exempt from Selective Service.

  • One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position.
  • To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector.
  • To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector.
  • Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.
  • Creditable specialized experience includes: GS-13: Researching best practices for human resources programs. Supporting crisis management support programs. Making recommendations for acquisition of additional data for human capital projects. Analyzing and evaluating major administrative aspects of human capital management programs.
  • Creditable specialized experience includes: GS-14: Planning, organizing, coordinating, and leading multiple human capital projects in order to evaluate progress. Addressing complex administrative and human capital resources issues. Assessing and improving human resources mission and program effectiveness. Researching best practices for human resources analytics and program reporting. Overseeing alignment of human resources assets (people and funding) and operations together.
  • To be found well-qualified as an ICTAP applicant, must demonstrate experience that includes: Planning, organizing, coordinating, and leading multiple human capital projects in order to evaluate progress; Addressing complex administrative and human capital resources issues; Assessing and improving human resources mission and program effectiveness; Researching best practices for human resources analytics and program reporting; and Overseeing alignment of human resources assets (people and funding) and operations together.
  • This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position requires the incumbent to be screened from military recall.
  • Military Reservists selected for an EE position must arrange for a military deployment waiver from the Reserve Unit, which will remain in effect while assigned to the EE position.
  • A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date).
  • The selectee's inability successfully pass; or refusal to conduct the test may result in: 1) the tentative or FJO being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment.
  • You may be required to sign a "Drug Test Statement of Understanding" if you are selected for this position.
