About The Position

This position is part of the WAPA-DSW-Desert Southwest. As a Management and Program Analyst, you will manage the Desert Southwest Region's transmission lines, substations, communications equipment, meters, and system protection equipment; develops, implements, maintains, evaluates, and improves a robust Reliability Centered Maintenance (RCM) program. This is not a remote position. You will have to report to the duty location listed in this vacancy announcement.

Requirements

  • Applicants must have one year (52 weeks) of specialized experience at the GS-12 grade level or equivalent pay band in the Federal service.
  • Your resume must show demonstrated experience in at least 3 of the 4 listed below: Planning, developing, and implementing maintenance and construction programs, financial management and/or workload priorities. Leading project teams to identify workload factors, achievable performance standards. Managing training programs which include maintaining training records, establishing training plans, tracking progress and identifying deficiencies. Applying workload planning practices and associated resourcing that impact the operation and reliability of transmission system projects.
  • Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
  • Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Responsibilities

  • Advises DSW and WAPA organization maintenance managers, supervisors, foremen, engineers, specialists, and support staff about policy, program direction, and problem solving.
  • Pursues streamlined workload management practices enabling successful planning and execution of region O&M, Capitalized Maintenance, T&R, and C&R programs.
  • Contributes to maintenance and workforce standards development.
  • Serves as the principal representative for DSW journeymen craft technical skill enhancement and mandatory training (e.g. craft specific skills training/certification maintenance).
  • Advises management about Craft Leadership Development Program initiatives.
