About The Position

This position serves as a Local Veterans’ Employment Representative (LVER) responsible for assisting with the development of the service delivery strategies for veterans and educating partner staff with current employment initiatives and programs for veterans. The LVER is a primarily employer-facing role, serving as the lead advocate for the hiring of veterans within the business community and integrated within the local Business Services Team (BST) to coordinate veteran-specific outreach and employment opportunities. This position confers with the supervisor to assist in identifying improvement processes and develop solutions for the Job for Veterans State Grant (JVSG) program. Performs duties outlined in Title 38 of the United States Code (U.S.C.), 4104(b)(1)(2), as amended by Public Law 100-323. The incumbent will assure that the local office is in compliance with Federal Regulations, standards of performance and contractual provisions of the grant agreement mandating special services for Veterans. The following duties are included in this code: Creates, develops, and implements local policies and procedures to ensure compliance with JVSG regulations and guidance and confers with personnel to ensure compliance with policy and processes set by the State Veterans Program Coordinator. Provides training to Career Center staff, at both the state and local level and co-located partners regarding compliance with JVSG regulations and guidance as needed. Reviews programs, services, forms, and reports utilized by the JVSG program at the local and State level and confers with management to identify improvement processes. Conducts outreach to employers and engages in advocacy efforts with hiring executives to increase employment opportunities for veterans. Conducts job search workshops, establishes job search groups and participates in job and career fairs. Works with federal contractors on the recruiting of Veterans. Advocates for the hiring of disabled veterans and assists all veterans with gaining and retaining employment. Creates and conducts capacity building programs for employers and veterans. Facilitates and oversees veteran priority of service requirements regarding employment, training, and placement services furnished to veterans by all staff of the CareerSource system. Promotes credentialing and licensing opportunities for Veterans. Provides operational oversight for all Career Center staff to include regular training on the implementation of the JVSG program at local levels. Develops and implements program management procedures to ensure the provision of services to eligible veterans. Mains regular contact with community leaders, employers, labor unions, training programs, and veterans’ organizations to keep them advised of eligible veterans and spouses that are available for employment and training. Advises eligible veterans and spouses of opportunities for employment and training. In accordance with JVSG regulations, provides guidance and facilitates training of labor exchange services including intake, assessment, counseling, testing, job-search assistance, referral, and placement. Assists, through automated data processing, in securing and maintaining current information regarding available employment and training opportunities for veterans and their spouses. Participates in Office of Federal Contractor Compliance Programs (OFCCP) Audit information requests from Federal Government partners by providing answers, examples, descriptions of services, and other necessary information in both FloridaCommerce and federal audits. Mentors new LVER staff, Veterans Affairs (VA) Work Study students (internship students), and SkillBridge interns on procedures, forms, and reports according to organizational policy. Consults with State and local officials on matters applicable to the JVSG program. Performs other veteran duties in accordance with Veteran Program Letter 05-24 as required.

Requirements

Appointment to this position must be made in the order of preference provided by Public Law 100-323: First to qualified service-connected disabled veterans; then, if no such disabled veteran is available, to qualified eligible veterans; and if no such eligible veteran is available, to qualified persons.
Required military documentation (DD form 214 and/or current US Department of Veterans’ Affairs (VA)/ Defense letter reflecting character of discharge) must be submitted prior to closure of job announcement.
Must satisfactorily complete Jobs for Veterans State Grant (JVSG) training delivered by the National Veterans Training Institute (NVTI) within 18 months after the date of employment.
Must possess or obtain the Florida Certified Workforce Professional Tier I certification within 60 days of onboarding.
Required to travel locally and must furnish own transportation.
