About The Position

The Department of State, Division of Library and Information Services, Bureau of Library Development is seeking a Government Operations Consultant II, also known as the LSTA Coordinator. This is an open competitive position within the Career Service pay plan. The role involves managing significant grant programs, including the Library Services and Technology Act (LSTA) and the Library Cooperative Grant (LCG) programs. Responsibilities include overseeing grant application and review processes, program administration, and report preparation. The position also supports other grant programs and requires continuous professional development in grants and contract management. A Level 2 criminal background check is a condition of employment, requiring fingerprint submission.

Requirements

  • Six years direct professional experience.
  • Experience using personal computers, including word processing, spreadsheet or database software.
  • An ability to learn and use grants management software and database.
  • Three years of in-depth experience writing, planning, implementing or evaluating applications, projects or contracts.
  • Detail oriented, with demonstrated evidence of record keeping associated with managing applications, projects or contracts.

Nice To Haves

  • Master's degree in accounting, business administration, nonprofit management, nonprofit management with a concentration in grants or financial management, public administration, or library or information science from an accredited program.
  • Experience in writing, planning, implementing, administering or evaluating a state or federal pass-through grant program.
  • Broad knowledge of the principles, practices and policies of public or academic libraries or a related organization.
  • Experience in administering, planning, implementing and evaluating a state or federal pass-through grant program.

Responsibilities

  • Manages the Library Services and Technology Act (LSTA) grant program, including grant application and review processes, program administration, and preparation of reports.
  • Manages the Library Cooperative Grant (LCG) program, including grant application and review processes, program administration, and preparation of reports.
  • Supports administration of the State Aid and Library Construction grant programs in the Bureau, requiring familiarity with their policies and procedures.
  • Updates professional knowledge and skills related to grants and contract management through training opportunities.
  • Maximizes use of all available modes of communication to share information, knowledge and skills related to grants with colleagues and customers.
  • Performs other duties as assigned.
