About The Position

This is a professional-level position in the DCFS Child Welfare Division that provides specialized technical and analytical support to the Licensing Unit under the direction of the Licensing Supervisor. The incumbent performs advanced program support work related to the licensing of child-placing agencies and facilities that house minors, ensuring adherence to applicable state and federal regulations.

Requirements

• Five years of experience in hospital, nursing home, or day care center administration, early childhood development program regulation, social services, administrative services, or education; OR Six years of full-time work experience in any field plus two years of experience in hospital, nursing home, or day care center administration, early childhood development program regulation, social services, administrative services, or education; OR A bachelor's degree plus two years of experience in hospital, nursing home, or day care center administration, early childhood development program regulation, social services, administrative services, or education; OR An advanced degree plus one year of experience in hospital, nursing home, or day care center administration, early childhood development program regulation, social services, administrative services, or education.
• Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
• Possession of a current Louisiana driver's license at time of appointment.
• This position requires the incumbent to travel.

Responsibilities

• Conducts comprehensive licensing surveys and investigations to determine compliance with state and federal regulations, examining facility operations, policies and procedures, physical environment, staffing, program services, and resident care.
• Reviews facility records, interviews personnel and residents, and performs direct observations to evaluate adherence to licensing standards.
• Compiles findings, prepares detailed survey reports, and recommends whether licensure or ratings should be granted, denied, modified, or deferred.
• Provides technical assistance to licensed providers to promote compliance with licensing standards, program requirements, safety regulations, and best practices.
• Cooperates with facility administrators and professional organizations in planning and presenting educational programs for social care personnel.
• Conducts complex complaint investigations, including allegations related to non-compliance with regulations, staffing, program operations, physical environment, or unlicensed activity.
