About The Position

The Public Service Commission (PSC) provides human resources services to the Government of Alberta. The Learning and Engagement (L&E) Branch in the PSC designs and delivers training and recognition programs for the Alberta Public Service (APS) to help the workforce achieve its goals. The Learning and Engagement Delivery unit leads the creation and delivery of various APS training programs within the Public Service Commission and ensures courses are accessible, effective, and aligned with organizational needs. We also coordinate APS‑wide recognition initiatives, including the Premier’s Public Service Awards, APS Week, and the Deputy Minister of Executive Council Awards. As a Learning and Engagement Delivery Consultant, you’ll help shape and deliver learning and engagement experiences that matter, ensure programs stay relevant and engaging, and bring forward ideas that enhance quality and impact. You’ll work closely with partners across the APS to understand their needs, refine program content, and ensure participants feel supported and engaged. Your work will directly contribute to a culture of learning, appreciation, and excellence.

Requirements

  • Adapt content and approaches: You’re able to adapt program materials and delivery methods to meet diverse client needs while maintaining alignment with organizational priorities and strategic frameworks.
  • Stay organized and proactive: You manage competing priorities, anticipate risks or bottlenecks, and take initiative to keep program components moving smoothly.
  • Collaborate with purpose: You build positive working relationships, support shared outcomes, and contribute to a cohesive, high performing team culture.
  • University graduation in Public Administration, Public Policy, Business Administration, Human Resources Management, Political Science or a related degree and two years of progressively responsible related experience or equivalent.
  • Experience working with internal or external stakeholders to deliver and/or improve a product, program or service.

Nice To Haves

  • Experience coordinating or leading a project, stages of a project, or service initiative.
  • Experience creating and developing a variety of written material for a range of stakeholders. For example, writing information summaries, writing training content, briefings, research summaries, or project documents, etc.
  • Experience delivering or creating training for a variety of audiences.

Responsibilities

  • Consult with clients and stakeholders to understand delivery needs, clarify expectations, and identify opportunities to strengthen program alignment and impact.
  • Analyze program performance by reviewing data to identify trends, gaps, and recommend opportunities for improvement.
  • Adjust delivery methods to meet client needs while staying aligned with enterprise standards, collaborating with subject matter experts to refine content and participant materials.
  • Coordinate program rollouts by developing workplans, sequencing approvals, and monitoring and reporting on progress.
  • Develop and refine program materials by collaborating with partners to design content that aligns with APS priorities and strategic frameworks.
  • Support continuous improvement by representing the branch at working groups and identifying opportunities to streamline processes, reduce duplication, and enhance the participant experience.
