About The Position

The Lead Residential Appraiser exists to determine the highest and best use, current market value and classification of each residential property in the City of Brooklyn Park. This position guides, mentors and assists residential appraisers through the valuation process, file updates, projects, and customer service. The Lead Residential Appraiser performs high-level research and sales analysis; develops written reports; participates in Computer-Assisted Mass Appraisal (CAMA) system management and tracks and analyzes the real estate market. This is a non-supervisory position. This position provides leadership to appraisal staff and interns, including follow-up to ensure work adheres to policies, standard and expectations. This is an INTERNAL POSTING ONLY and restricted to current City of Brooklyn Park Employees only. External candidates will not be considered at this time.

Requirements

  • Bachelor's degree in real estate, finance, business, public administration, economics, or closely related field.
  • Four (4) years of work experience as a state-licensed appraiser or an appraiser in an assessing office.
  • Valid driver's license.
  • Knowledge of assessment laws, appraisal principles for residential properties, construction prractices, legal descriptions, zoning policies, building plans and the ability to read blueprints.
  • Knowledge of market dynamics and real estate transactions.
  • Knowledge of mass appraisal concepts and procedures.
  • Ability to work with minimal supervision.
  • Knowledge of the sales and cost approach to value.
  • Knowledge of appraisal techniques and methodologies.
  • Knowledge of MN state statutes as they apply to the assessment process.
  • Knowledge of appraisal principles and practices in accordance with national uniform standards of professional appraisal practices (USPAP).
  • Ability to use CAMA, Excel, Word, Laserfiche, MLS, GIS, Google Earth, Cityview and other sketching software.
  • Ability to perform financial calculations using a financial calculator.
  • Ability to recognize and resolve conflict in a professional and tactful manner.
  • Ability to provide effective written and verbal communications.

Nice To Haves

  • Must obtain the Certified Minnesota Assessor (CMA) license within two (2) years date of hire, per state requirement.
  • Must obtain the Accredited Minnesota Assessor (AMA) within 5 years date of CMA licensing, per state requirement.
  • Must meet Professional Assessment Certification and Education (PACE) every (4) four years once licensed as AMA, per state requirement.
  • Current Certified Minnesota Assessor (CMA).
  • State certified or licensed Appraiser.
  • Possession of other real estate designation (i.e., CAE, MAI, SRA, CCIM, CRE, etc.).
  • Fluency in Spanish, Hmong, Russian, Somali, Lao or Vietnamese language(s).
  • Experience working with people from various cultural, socioeconomic, racial, and ethnic backgrounds.

Responsibilities

  • Appraises new and existing properties in Brooklyn Park annually.
  • Appraises new construction properties and calculates values on properties.
  • Studies market trends necessary to establish accurate and equitable market values within statutory guidelines.
  • Guides, mentors, and assists residential appraisers through valuation process, file updates, projects and customer service.
  • Performs high-level research and sales analysis; develops written reports; participates in CAMA system management and tracks and analyzes the real estate market.
  • Completes annual quintile, reviewing 20% of the City.
  • Work includes physical inspection, GIS and other data collection programs, interpretation and entering data and changes into the CAMA computer system.
  • Verifies sales and conducts residential ratio study.
  • Reviews all sales by researching public listing, making phone calls to buyers and sellers, analyzing, and determining which are qualified to use in ratio study, monitoring fast tracks, recalling, conducting ratio study, and entering all data into City CAMA and State of Minnesota eCRV computer systems.
  • Utilizes sale information to assist Assessor to draft and execute mass market adjustments to adhere to state assessment guidelines.
  • Assists City Assessor with analysis and application of residential time trends and value adjustments to process the annual assessment.
  • Work includes cost and depreciation table updates and general CAMA system management.
  • Performs high-level research and analysis of neighborhood trends and overall marketplace compared to prior year values, queries individual neighborhoods and residential property type reports, makes adjustments and drafts annual Assessment Summary.
  • Assists City Assessor with land valuation study.
  • Work includes reviewing all land sales in the city and utilizing the information to execute mass market adjustments to all residential properties to adhere state assessment guidelines.
  • Consider external valuation factors, location, size, highest and best use.
  • Drafts and updates Assessment Department Handbook policies, procedures, and CAMA system job notes.
  • Facilitates monthly residential assessing meetings.
  • Provides guidance and mentorship relative to professional development of residential appraisers.
  • Reviews for new residential construction and permits.
  • Work includes physical work inspection.
  • Processes abatements for residential property damages that incudes natural disasters, fire, water intrusion, mold, infestation, and general deferred maintenance.
  • Utilizes new construction and fire report forms to compute cost to cure.
  • Works in conjunction with the Fire Department and property owner to submit various reports to the County for processing.
  • Performs field inspections of new, existing, and remodeled residential properties to estimate market value as required by state statutes.
  • Processes residential new construction permits and creates new file in CAMA system.
  • Attends Local Board of Appeal and Equalization, County Board of Appeal and Equalization and Minnesota Tax Court.
  • Maintains comprehensive and accurate property records in the CAMA system.
  • Resolve appeals through reappraisal and reporting for the Local and County Board of Appeal and Equalization and Minnesota Tax Court.
  • Prepare appraisal reports for County Board and Minnesota tax court proceedings and provide testimony as required.
  • Verifies and analyzes sales data to ensure well documented information is available for support of assessed valuations.
  • Establishes market values annually utilizing market trends, appraisal methodology, sales ratio studies, and assessment procedures.
  • Administers, inspects, and processes disaster abatements in conjunction with external partners.
  • Communicates with property owners and other relevant parties on matters of confidential data, public records, and classification.
  • Educates property owners regarding appraisal valuation process, assessment guidelines, tax notices, property tax programs, and legal requirements as set by Minnesota statutes.
  • Performs other duties as assigned.
