Supervises and evaluates educators to ensure a continuing program with highly competent professional educators. This process includes the formal observation and evaluation process as designated by PDE. It also includes walk-through observations, informal classroom visits, and teacher coaching. When applicable, it also includes the creation in implementation for plans of improvement and other matters associated with progressive discipline. Records observation data in the PAETEP system and collaborates with other ESL Program Supervisors to include such data in final evaluations. Assists Director with interviews, recommends for employment, and assigns ESL teaching and support staff to maintain an effective, well-qualified organization. Prepares and assigns student caseloads within the definition of the collective bargaining agreement to ensure that the terms of the agreement are followed in a consistent manner and to accommodate pupils and equalize staff responsibilities. Coordinates and maintains documentation associated with teacher assignments and student groupings. Schedules, assigns and supervises the ESL teachers and substitute teachers to expedite ESL services to all ELLs and ensure that the highest quality service is delivered to each school district. Provides administrative oversight and consultation services to school district-based ESL programs through supervision contracts, in various ways, including direct supervision, professional development, consultation, and/or mentoring as needed/requested by school districts. Effectively implements program orientation, mentoring process, and professional development for new staff members through induction. Assists the Director with maintaining current knowledge of developments at the state and federal levels to ensure program compliance with regulations and to provide information to area school districts. Monitors enrollment trends, and reviews emerging literature and developments at the state and national levels to develop appropriate program responses. Provides consultation services for school districts seeking support for district-run ESL programs. Develops and maintains a liaison relationship with school district personnel in order to assure that ELLs are receiving appropriate services. Works collaboratively with the administrative team to support all program efforts and to perform other duties as assigned by the Program Director. Demonstrates integrity, dependability, sound judgment, attention to detail and resourcefulness to support the program, its mission and goals to and represent the program with a customer service mindset.
