About The Position

This opportunity is for a Juvenile Court Supervisor with a passion for public service related to juveniles and leadership abilities to assist the Director of Juvenile Court Services, supervise personnel, and perform case management. The ideal candidate will easily engage, communicate, collaborate, and maintain good relations with employees, judicial officials, judicial partners, and community agencies. They will lead by example, motivating, encouraging, and developing others to effectively supervise employees. The role involves assisting in developing and implementing comprehensive services or programs for juveniles, effectively planning, organizing, implementing, and providing guidance on case plans, and utilizing resources and services to address community protection, competency development, and accountability. The position requires thorough analysis and review of case issues and materials to make recommendations and fair, impartial decisions, and involves preparing and presenting information and facts to the public, clients, or community groups.

Requirements

  • Bachelor's Degree and 5 years of related experience.
  • Any combination of education, training, or experience which demonstrates the ability to successfully complete the major responsibilities and essential functions may be substituted for the degree and experience requirements.
  • Valid driver's license or evidence of equivalent mobility.
  • Considerable knowledge of the principles and practice of juvenile probation, child placement, and child protection issues.
  • Considerable knowledge of local ordinances, state, and federal laws affecting children.
  • Knowledge of court procedures.
  • Considerable knowledge of individual and group behavior.
  • Knowledge of available community resources and national alternative approaches to juvenile rehabilitation and care.
  • Knowledge of word processing and specialized court/case management software.
  • Skilled in providing technical direction and supervision over assigned personnel.
  • Interpersonal and collaborative skills to work constructively within an agency in a community setting and effectively utilize available resources and services in connection with a case plan.
  • Planning, organizing, and implementing case plans.
  • Analyzing and reviewing case issues and materials to make recommendations and to make fair and impartial decisions concerning case dispositions, detention, and custody of children.
  • Rapport building, counseling, and interviewing skills.
  • Strong written and verbal communication skills to prepare and present information and facts to the public, the court, clients, or community groups.
  • Monitoring compliance of conditions with the family and children and to provide appropriate guidance and support.
  • Preparing and documenting reports, case information, plans, reports, and other information needed to properly maintain case management records.

Responsibilities

  • Assisting the Director of Juvenile Court Services in providing advanced investigative, diagnostic, supervisory, and probation services for the court.
  • Supervising assigned personnel, including Juvenile Court Officers, Administrative Assistants, Juvenile Court Case Aides, Juvenile Court Drug Court Coordinators, and Juvenile Court Youth Coordinators.
  • Assisting in the implementation of specialized programs and projects on behalf of the court.
  • Supervising juvenile court staff as assigned.
  • Conducting informal adjustments.
  • Preparing temporary custody orders.
  • Authorizing the secure/non-secure detention, release of, or shelter care of juveniles.
  • Overseeing, coordinating, assigning, monitoring, and training other court personnel in the performance of duties, ensuring conformance to established office routines, instructions, and practices.
  • Serving as the lead intake officer for an assigned region, reviewing all referrals to juvenile court to determine diversion, informal adjustment, or formal petition.
  • Performing information gathering and verification, and any necessary assessments to guide the intake decision process.
  • Assisting the Director of Juvenile Court Services in performing the director's duties and responsibilities, and potentially performing the core duties and responsibilities of a Director of Juvenile Court Services.
  • Preparing predisposition reports of assigned cases.
  • Interviewing and assessing involved parties and obtaining case information from schools, law enforcement agencies, victims, and other sources.
  • Preparing and presenting detailed plans for service to the court.
  • Attending, testifying, and participating in court hearings and other judicial proceedings.
  • Developing and implementing case plans based on assessment of risks and needs of the probationer, family, victim(s), and community.
  • Making appropriate referrals for services.
  • Issuing temporary custody orders for the care, custody, and control of children in need of protection.
  • Providing case assignment and case management guidance and assistance to juvenile officers, student interns, and volunteers.
  • Assisting in the daily operation of the office, including analysis and resolution of case problems.
  • Implementing policies and procedures for the administration of children's programs and services.
  • Representing the juvenile court on task forces, forums, and committees relating to children.
  • Maintaining case information on the juvenile court information system and on juvenile cases filed in Odyssey.
  • Performing duties that a Director of Juvenile Court has authority to carry out pursuant to Chapter 27-20.2, NDCC, or other statutes, or by court rule or policy if assigned by the court.
  • Performing other duties of a comparable level or type or as assigned.
