About The Position

BlueWater Federal is seeking a Jr Contract Analyst to support the Defense Health Agency (DHA) in San Antonio, Texas. The DHA is responsible for the effective execution and operation of the Department of Defense’s medical mission, providing medical services and support to eligible individuals. It serves 9.6 million eligible beneficiaries through the Defense Health Program, including contracted health care networks and military treatment facilities.

The analyst will support federal contracting activities, including contract and requirements-package review, pricing analysis, problem resolution, and coordination related to DODAAC and GFEBS IDOC errors.

Requirements

• Bachelor’s degree.
• At least 2 years of direct Federal procurement experience as a federal employee or contractor supporting the GS-1102 series or equivalent acquisition positions.
• Active Public Trust clearance.
• Familiarity with government-wide acquisition systems, including FPDS, eSRS, FSRS, FBO/SAM, FAPIIS, and CPARS.
• Familiarity with DoD Procurement Data Standards (PDS) and PDS Error Guide processes.
• Exceptional knowledge of all phases of acquisition management.
• Exceptional knowledge of Federal and DoD contracting principles, including FAR, DFARS, DoD directives and instructions, laws, regulations, and procedures.
• Proficiency with Microsoft Word, Excel, SharePoint, and PowerPoint.

Nice To Haves

• Experience with the PD2 contract writing system.

Responsibilities

• Support IDIQ contracts and BPAs, and work with requirements packages.
• Review proposals against prior history, actual and estimated expenditures, and established rates to assess price reasonableness or determine a negotiation position.
• Conduct fact-finding and analysis; resolve complex problems and develop concrete action plans.
• Provide technical advice, staff coordination, and consultation to help formulate guidelines, implement new developments, and interpret requirements.
• Provide DODAAC coordination and support for GFEBS IDOC errors.
